Category: Global Cybercrime Marketplace Takedown
Features: High-profile arrest of forum operators, repeat data breach actors, international law enforcement coordination
Delivery Method: Ongoing underground marketplace operation (post-seizure revival)
Threat Actor: BreachForums Operators — including “ShinyHunters,” “IntelBroker,” “Hollow,” “Noct,” “Depressed”
The Bust: French Police Move on BreachForums Leadership
French authorities have arrested several key operators believed to be running BreachForums, one of the world’s most prolific hubs for the trade of stolen data, cybercrime toolkits, and compromised credentials. The takedown — led by France’s Cybercrime Brigade (BL2C) — was first reported by Le Parisien and confirms what many in the underground already feared: the second generation of BreachForums is now under siege.
Among those detained are four individuals known online as ShinyHunters, Hollow, Noct, and Depressed — all reportedly in their twenties. A fifth suspect, operating under the notorious handle IntelBroker, was apprehended earlier in a separate international operation. That arrest, previously rumored in dark web chatter, was officially confirmed by the Paris public prosecutor’s office, which identified the suspect as a British national arrested in February.
None of the suspects’ real names have been publicly disclosed, and official law enforcement statements remain scarce — likely due to ongoing extradition planning and broader investigative links to other cybercrime cells.
Not Just Nicknames: These Handles Carry Digital Blood on Them
These aren’t anonymous forum lurkers — they’re central figures in the digital black market economy.
- ShinyHunters has long been connected to major corporate breaches, including Tokopedia, Wattpad, Microsoft’s GitHub, and countless other data dumps that have circulated globally since 2020. The U.S. DOJ previously sentenced a 22-year-old French national tied to the group in 2023.
- IntelBroker is more recent, but no less dangerous. The persona has been linked to the 2023 breach of Washington, D.C.’s health insurance exchange, as well as the sale of stolen data from ethnic grocery delivery services, AI model leaks, and dark web intelligence forums trafficking in sensitive law enforcement data.
While it’s not confirmed whether the individuals arrested are the same actors involved in those historic cases, their forum activity, operational signatures, and tool distribution suggest direct continuation or affiliation.
Targets Hit: France Travail, Boulanger, SFR, and More
According to Le Parisien, the suspects were involved in breaches impacting:
- Boulanger (national retailer)
- SFR (telecom giant)
- France Travail (employment services agency)
- French Football Federation (which has denied some data was stolen, despite underground posts suggesting otherwise)
These were not small targets. They reflect a strategic focus on infrastructure, public sector databases, and consumer-facing platforms — data-rich systems that feed identity theft, fraud, phishing rings, and secondary extortion.
BreachForums: The Hydra That Keeps Growing Heads
BreachForums originally collapsed in March 2023, when U.S. law enforcement arrested its founder, Conor Fitzpatrick, a.k.a. “pompompurin.” The DOJ described the platform as a conduit for FBI document leaks, healthcare records, and the sale of government employee data.
Fitzpatrick was convicted and is scheduled to be sentenced on July 8, 2025, in Virginia federal court. After his original sentence was overturned, this round is expected to carry prison time.
But like many decentralized underground forums, BreachForums never truly died.
By May 2024, a new team of administrators — believed to include the recently arrested suspects — attempted to revive the site under new infrastructure, leveraging hidden service mirrors, AI-enhanced forum obfuscation, and dynamic encryption layers.
The rebooted BreachForums became a known source for:
- Jailbroken AI tools marketed to criminals
- Compromised corporate panel logins
- Leaked source code from medical, fintech, and defense tech vendors
Researchers flagged the resurgence as a sign of a wider shift — where cybercrime forums don’t just return, they evolve, embedding themselves deeper in the infrastructure of the dark web and integrating AI to avoid detection.
International Coordination or Quiet Extradition?
Though French authorities have not officially detailed the operation, the scale of the arrests suggests coordination with Interpol, Europol, and potentially U.S. law enforcement, which has open indictments against several BreachForums-linked actors.
Expect the next 60–90 days to include:
- Extradition filings or sealed court disclosures in the U.S.
- Data from seized devices fueling new indictments
- And possibly backlash from remaining BreachForums operators still at large
Some underground chatter has already hinted at internal betrayal, claiming logs were handed over by a “trusted” former admin.
TRJ Forecast: What Comes Next
| Timeline | Expected Development |
|---|---|
| Next 30 days | Formal charges or indictments unsealed by French or U.S. prosecutors |
| July 8, 2025 | Sentencing of original BreachForums founder, Conor Fitzpatrick |
| Q3 2025 | Attempted resurrection of forum under new moniker |
| Ongoing | Dismantling of related marketplaces and GitHub-based AI tool exchanges |
TRJ Reality Check
BreachForums wasn’t just a website.
It was a machine for monetizing stolen identity, normalizing digital crime, and decentralizing chaos in an era where cybersecurity law enforcement is still playing catch-up.
These arrests matter — but they won’t end the war.
The playbook has already been cloned, the infrastructure resold, and the community seeded across multiple channels. And in the digital underworld, takedowns are just signal flares for the next iteration to hide better, build smarter, and strike harder. The black market isn’t shrinking.
It’s reorganizing.
