A former county welfare employee in California is facing federal charges after investigators uncovered a multiyear scheme in which public assistance systems were allegedly weaponized against the very populations they were designed to protect.
Leticia Mariscal, 55, of Madera, a former benefits eligibility worker for Madera County, was arrested on federal charges alleging that she improperly used her position to steal more than $40,000 in food assistance benefits by exploiting the identities of elderly and deceased individuals. The conduct spanned more than four years and relied on direct misuse of internal county systems entrusted to her as part of her official duties.
According to court records, Mariscal used authorized access to county databases between December 2020 and April 2025 to obtain sensitive identifying information belonging to individuals who were either advanced in age or no longer living. Using that information, investigators allege she improperly approved CalFresh benefits in their names, generated Electronic Benefit Transfer cards tied to those identities, and then spent the funds herself. CalFresh is California’s primary nutrition assistance program for qualifying residents, providing financial support intended solely for food purchases.
Investigators identified more than 15 separate identities allegedly used in the scheme. The pattern revealed repeated internal approvals that bypassed safeguards meant to detect irregular benefit activity, allowing the fraudulent payments to continue over an extended period without immediate detection. Mariscal was placed on leave earlier this year after anomalies triggered internal review, ultimately leading to federal involvement.
The alleged conduct underscores a recurring vulnerability within public assistance infrastructure: insider access. Programs built on trust and delegated authority remain exposed when internal controls are circumvented by those assigned to administer them. In cases involving elderly or deceased beneficiaries, misuse can persist longer due to reduced external oversight and delayed reporting.
The investigation was conducted by the Federal Bureau of Investigation with assistance from the Madera County District Attorney’s Office. Federal prosecutors allege that the abuse of identity data and benefit systems constituted both theft of government funds and aggravated misuse of personal identifying information.
If convicted, Mariscal faces up to 10 years in federal prison and a fine of up to $250,000 for the alleged benefits theft, with an additional potential sentence of up to two years for identity-related offenses. Sentencing would be determined by the court after consideration of statutory factors and federal sentencing guidelines.
The charges remain allegations. Mariscal is presumed innocent unless and until proven guilty beyond a reasonable doubt.

I have the same feeling Sheila has. Everyone needs oversight; it doesn’t matter who you are. In fact, an honest person would ask for oversight. It will be interesting to find out the sentencing on this one. She should have to repay all that she has stolen. I don’t know enough of the details to have any idea how many years she should serve.
