Sanctions Evasion Circuitry: Bulgarian National Sentenced in U.S. Microelectronics Export Scheme Supplying Russian Engineering Firm

A federal sentencing in Austin has concluded in a case involving the illicit transfer of U.S.-origin microelectronic components to a Russian engineering firm through an intermediary procurement structure operating in Eastern Europe. Milan Dimitrov, age 51, a Bulgarian national, received a sentence of 38 months’ time served for conspiracy to violate the International Emergency Economic Powers Act following his role in a supply chain diversion scheme involving radiation-hardened and high-temperature electronic circuits.

According to federal case materials, Dimitrov began working in August 2014 for Multi Technology Integration Group EOOD (MTIG), a Bulgaria-based firm alleged to have functioned as a procurement intermediary for Russian end users seeking access to export-restricted semiconductor components sourced from an Austin, Texas supplier. Export controls implemented in 2014 after Russia’s annexation of Crimea prohibited the direct transfer of such components without licensing authorization from the Department of Commerce’s Bureau of Industry and Security.

Investigators determined that in January 2015, MTIG received a 16-megabit Static Random-Access Memory (SRAM) wafer manufactured in the United States. Wafer-level semiconductor material of this classification is capable of being diced into approximately 180 individual microchips, each engineered for operational resilience in high-radiation or extreme thermal environments. These performance thresholds make such components applicable to aerospace, satellite control systems, hardened communications infrastructure, and advanced military electronics platforms.

Within weeks of receipt, MTIG executed a written contract to transfer the SRAM-derived components to a Russian engineering firm identified as OOO Sovtest Comp. Financial records introduced in court reflect that more than $1 million was transferred from Sovtest to MTIG across three separate payments during the transaction window. Subsequent invoicing issued by MTIG included charges totaling $158,125 associated with the Austin-manufactured parts. Federal authorities allege that shipment of the components to Russia proceeded following receipt of the final payment, in violation of both Export Administration Regulations and statutory authority governing sanctioned technology transfers.

Between May 2014 and May 2018, a total of six semiconductor wafers were transferred under the scheme, with aggregate transaction values approximating $497,000 prior to post-dicing component proliferation. Dimitrov was indicted in July 2020, arrested in 2022, and extradited to the United States in August 2024 following coordination through international judicial channels.

Dimitrov entered a guilty plea on November 20, 2025, acknowledging that he was aware of the routing of export-controlled components from the United States to Bulgaria and onward to Russia, and that he materially facilitated the transaction chain while maintaining professional ties to co-conspirator Ilias Sabirov, identified in court filings as the owner of Sovtest. Sabirov remains at large. A second alleged co-conspirator, Dimitar Dimitrov, co-founder of MTIG, has also not been apprehended.

The case was investigated by federal export enforcement authorities in conjunction with the Federal Bureau of Investigation and the Defense Criminal Investigative Service. Sentencing proceedings were presided over by Robert Pitman in the Western District of Texas.
