NEW YORK, N.Y. — Federal authorities have announced the arrest of Denis Alimov, 42, on charges that he participated in a coordinated plot to murder or kidnap two well-known dissidents residing abroad and engaged in related terrorism financing offenses.
Alimov was arrested on February 24, 2026, in Bogotá, Colombia, pursuant to an Interpol Red Notice issued in connection with a superseding indictment filed in the United States District Court for the Southern District of New York. U.S. authorities intend to seek his extradition to face prosecution in federal court. The case has been assigned to U.S. District Judge John P. Cronan.
Alleged Plot Targeting Dissidents
According to the superseding indictment, between approximately October 2024 and March 2025, Alimov allegedly orchestrated a plan with co-conspirators to kidnap or assassinate two prominent dissidents originating from a foreign republic. The identified targets had previously been subjected to reprisal efforts and assassination attempts.
Court filings allege that in October 2024, Alimov met with an alleged co-conspirator, Darko Durovic, at a restaurant located near the headquarters of a foreign country’s internal security and counterintelligence service. During that meeting, Alimov allegedly provided approximately $60,000 to finance operational preparations and agreed to pay $1.5 million per target in exchange for kidnapping or killing the individuals.
Investigators allege that following the initial meeting, Alimov maintained repeated communications with Durovic regarding operational logistics. The communications reportedly included providing internet protocol data and phone number information associated with one of the intended targets.
Operational Steps Alleged
The indictment alleges that Durovic undertook several steps in furtherance of the plan, including:
- Researching Glock firearms while planning travel to a European country
- Traveling to a second European country to locate another target
- Recruiting an additional participant to assist in carrying out the plot
- Discussing financing for what was described as a “hunting team” to locate the dissidents
Durovic was arrested in or about March 2025. His case remains pending before Judge Cronan.
Federal Charges
Alimov is charged with:
- Conspiracy to commit murder and kidnapping in a foreign country (maximum life imprisonment)
- Conspiracy to provide material support to terrorists (maximum 15 years)
- Provision and attempted provision of material support to terrorists (maximum 15 years)
- Conspiracy to finance terrorism (maximum 20 years)
- Financing of terrorism (maximum 20 years)
Federal statutes governing extraterritorial terrorism offenses permit prosecution in U.S. courts when conduct involves terrorism-related activity, transnational repression, or threats to international security interests.
Transnational Repression and National Security
The charges reflect ongoing federal efforts to combat transnational repression — defined as actions by foreign actors to threaten, intimidate, silence, or harm individuals residing outside their home country for political purposes. Federal authorities have identified such operations as an emerging national security concern.
The investigation was conducted by the Federal Bureau of Investigation’s New York Counterintelligence Office, the FBI Counterintelligence and Espionage Division, and the FBI International Operations Division. Additional coordination involved the Department of Justice’s National Security Division, the Office of International Affairs, U.S. diplomatic personnel in Colombia, and Colombian law enforcement authorities.
The prosecution is being handled by the National Security and International Narcotics Unit of the U.S. Attorney’s Office for the Southern District of New York, with support from the Counterterrorism Section of the Department of Justice.
An indictment contains allegations. The defendant is presumed innocent unless and until proven guilty in a court of law.
