A federal sentencing in the Eastern District of Pennsylvania has concluded a case involving sexual assault aboard a commercial aircraft, reinforcing federal jurisdiction over crimes committed in flight. Vernon Baker, 41, of Linden, New Jersey, has been sentenced to 25 months in federal prison followed by one year of supervised release after pleading guilty to abusive sexual contact on an aircraft.

The sentence was imposed by U.S. District Judge Anita B. Brody following a guilty plea entered in December, stemming from conduct that occurred during a commercial flight traveling from Los Angeles to Philadelphia on October 30, 2024.

According to court filings, Baker initiated unwanted sexual advances toward a female passenger seated next to him during the flight. After those advances were rejected, the conduct escalated into a physical assault. The defendant exposed himself and attempted to force the victim to engage in sexual contact. The assault continued with physical contact, including grabbing the victim over her clothing and interfering with her clothing in an attempt to further the assault.

The confined environment of a commercial aircraft placed the victim in a restricted setting with limited immediate avenues for escape. The victim ultimately disengaged and moved to the rear of the cabin, where she reported the incident to flight attendants. Cabin crew response protocols were activated, and the situation was contained for the remainder of the flight.

Criminal acts committed aboard aircraft fall under federal jurisdiction due to the interstate nature of air travel and the classification of aircraft as special aircraft jurisdiction under U.S. law. Charges such as abusive sexual contact on an aircraft are prosecuted at the federal level, reflecting the seriousness of offenses occurring in controlled aviation environments where passenger safety is dependent on order and compliance.

Following the aircraft’s arrival in Philadelphia, law enforcement coordination enabled immediate investigative follow-up. The case was investigated by the Federal Bureau of Investigation, the Federal Air Marshal Service, and the Philadelphia Police Department.
