UNLICENSED BREEDING OPERATION AND FRAUD SCHEME — HOPKINS COUNTY WOMAN INDICTED UNDER FEDERAL ANIMAL WELFARE AND WIRE FRAUD STATUTES

A federal indictment filed in the Eastern District of Texas has formally charged Kristine Michelle Hicks, 51, of Cumby, with operating an unlicensed dog breeding and sales operation while executing a parallel fraud scheme that targeted buyers through false claims about pedigree, health, and training capabilities.

According to federal charging documents, the investigation intensified in December 2025 after a video surfaced showing Hicks restraining a dog to a tree and fatally shooting the animal multiple times. That incident triggered a broader federal inquiry into the operation known as “Giant German Shepherds,” which investigators allege functioned as a commercial breeding and sales enterprise without the required federal licensing under the Animal Welfare Act.

The indictment outlines a sustained operational period from June 2024 through December 2025, during which Hicks is alleged to have sold dogs while bypassing regulatory oversight designed to ensure humane treatment, veterinary care, and traceable breeding standards. Federal investigators documented systemic neglect across the facility, including widespread malnutrition, parasite infestations, untreated medical conditions, and a lack of immunizations. Environmental exposure was also identified as a recurring issue, with inadequate shelter placing animals at risk under varying weather conditions.

Beyond the conditions of confinement, the case centers on a structured pattern of misrepresentation tied to sales transactions. Hicks is accused of inflating the value of dogs by falsifying lineage, overstating health status, and mischaracterizing behavioral traits. The indictment details claims that certain animals were specifically bred and suitable for service work, including representations made to vulnerable buyers.

One documented transaction involved the sale of a dog to a paralyzed, bed-ridden disabled veteran. Contrary to the representations provided at the time of sale, the animal displayed aggressive behavior, caused injury, and required restraint prior to receiving veterinary care. The discrepancy between the marketed traits and the actual condition of the animal forms part of the wire fraud allegations.

Additional fraudulent claims included representations that the dogs were registered with the American Kennel Club, accompanied by promises of documentation that was never delivered. Investigators allege that, in multiple instances, the animals sold were mixed breeds sourced from unrelated litters and were already suffering from illness or compromised health at the time of transfer.

The four counts of wire fraud reflect the use of interstate communications and financial transactions to facilitate the sale of animals under false pretenses. These charges elevate the case beyond regulatory violations into federal criminal territory involving financial deception.

If convicted on all counts, Hicks faces a maximum penalty of up to 20 years in federal prison.

The investigation is being conducted by the U.S. Department of Agriculture – Office of Inspector General and the Federal Bureau of Investigation. The prosecution is being led by Assistant U.S. Attorney Paul Morris.

As with all federal criminal cases, the indictment constitutes formal allegations. Guilt must be established through the judicial process, and the defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt.
