This represents a continued upward trajectory in both complaint volume and financial impact, reinforcing the expansion of digital fraud ecosystems operating at scale across the United States.
The data confirms that cyber-enabled fraud now dominates the threat landscape, accounting for approximately 85% of total reported losses, with 452,868 complaints generating $17.7 billion in damages. The structure of these operations reflects coordinated financial extraction pipelines rather than isolated criminal activity, with investment fraud positioned as the primary driver of systemic loss.
Cryptocurrency-related crime remains the most financially damaging vector. The IC3 recorded 181,565 cryptocurrency-linked complaints totaling more than $11.36 billion in losses, establishing digital asset exploitation as the central mechanism for high-value fraud execution. These schemes rely on controlled environments designed to simulate legitimate trading platforms, where victims are guided through staged profit cycles before withdrawal access is denied and funds are permanently captured.
Investment fraud alone accounted for $8.64 billion in losses, representing the single largest category of financial damage across all cyber-enabled crime types. Business Email Compromise (BEC) followed with over $3.04 billion, while tech support fraud exceeded $2.13 billion, illustrating a layered ecosystem of entry points ranging from direct impersonation to infrastructure compromise.
Artificial intelligence has formally entered the operational profile of cybercrime. For the first time, the IC3 report isolates AI-related fraud activity, documenting 22,364 complaints and $893 million in losses. These operations leverage synthetic identity generation, voice cloning, deepfake video deployment, and automated social engineering to establish trust and accelerate victim compliance. The integration of AI removes traditional friction points, enabling faster targeting, higher success rates, and scalable deception campaigns.
The demographic impact remains uneven. Individuals aged 60 and older reported $7.7 billion in losses, representing the highest financial exposure among all age groups. This segment continues to be targeted through confidence schemes, impersonation operations, and long-duration investment fraud structures that exploit trust, routine, and communication familiarity.
Complaint distribution highlights the operational breadth of cybercrime activity. Phishing and spoofing generated 191,561 complaints, followed by extortion (89,129), investment scams (72,984), and personal data breaches (67,456). These categories function as both standalone attack vectors and entry mechanisms into larger financial exploitation chains, particularly in cases involving account takeover and credential harvesting.
Transaction analysis shows cryptocurrency as the dominant payment channel in fraud operations, particularly within investment scams where it accounts for the majority of reported financial transfers. The irreversible nature of blockchain-based transactions continues to provide operational security for threat actors, reducing recovery probability once funds are transferred.
The FBI has expanded operational responses to address the scale of financial loss. Operation Level Up has been deployed to identify active victims of cryptocurrency investment fraud, resulting in more than 8,000 individuals notified and over $500 million in prevented losses. Concurrently, Operation Winter SHIELD has been introduced to push defensive posture improvements across public and private sector infrastructure, focusing on authentication hardening, network segmentation, and vulnerability management.
Additional fraud vectors documented in the report include account takeover operations (approximately 4,700 complaints and $359.7 million in losses), gold courier scams (725 complaints totaling $311.8 million), and government impersonation campaigns generating $797 million in losses across roughly 32,000 complaints. These methods demonstrate continued reliance on impersonation, urgency, and controlled communication channels to drive financial extraction.
Ransomware activity persists as a secondary but significant threat layer, with more than 3,600 complaints and $32 million in reported losses, alongside the identification of 63 new ransomware variants in 2025. Critical infrastructure sectors—including healthcare, manufacturing, and government facilities—remain primary targets due to operational dependency and disruption sensitivity.
The IC3 continues to function as the central intake and analysis hub for cybercrime reporting, now averaging nearly 3,000 complaints per day, reflecting sustained pressure across both individual and institutional targets. The scale and consistency of reporting indicate that cyber-enabled fraud is no longer episodic but embedded as a persistent economic threat.
The FBI advises a deliberate pause in digital interactions involving financial decisions, emphasizing the need to identify coercion indicators, verify identities independently, and avoid rapid transaction execution under pressure conditions. Victims are instructed to document all interaction details, including contact methods, transaction pathways, and involved entities, and to report incidents immediately through IC3 channels to support asset recovery efforts.
