The United Kingdom has imposed sanctions on three Russian organizations and three individuals for orchestrating Kremlin-backed disinformation campaigns targeting support for Ukraine. This latest move intensifies international efforts to counter Russian influence operations.
Sanctioned Entities and Individuals The sanctioned organizations include:
- Social Design Agency (SDA): Known for fabricating news narratives under Kremlin directives.
- Structura: A partner of SDA, also previously sanctioned by the U.S. in March and the EU in August for its role in deceptive media practices.
The individuals facing sanctions are:
- Ilya Gambashidze: Founder of SDA, allegedly pivotal in orchestrating these campaigns.
- Nikolay Tupikin: Chief executive of SDA and owner of Structura, both entities heavily implicated in the disinformation push.
These sanctioned parties are connected to an operation known as Doppelgänger, an influence campaign the UK’s Foreign Office describes as intended to “undermine democracy and weaken international support for Ukraine.”
Tactics and Methods The Doppelgänger campaign has reportedly attempted to impersonate respected news outlets, including The Washington Post and Fox News, to disseminate fabricated stories. The British government revealed that disinformation has included fake posts, counterfeit documents, and deepfake materials, distributed across English, German, and French-speaking audiences through a complex online network.
Global Reactions and Meta’s Observations Meta, the parent company of Facebook, has flagged the influence operation as largely ineffective. According to Meta’s analysts, the campaign employs low-quality, high-volume tactics akin to Russia’s recent military strategy, characterized by sending waves of poorly trained personnel into Ukrainian territory.
Statements from UK and U.S. Officials UK Foreign Secretary David Lammy condemned the Russian government’s tactics: “Putin is so desperate to undermine European support for Ukraine he is now resorting to clumsy, ineffective efforts to try and stoke unrest.” He emphasized that the sanctions send a strong message that Britain will “stand with Ukraine for as long as it takes.”
