Russian telecom giant Beeline faced significant disruptions on Monday after being targeted by a large-scale distributed denial-of-service (DDoS) attack, marking the second major attack on the Moscow-based company in recent weeks.
Millions Affected by Internet and Mobile App Disruptions
Beeline, which serves over 44 million subscribers, confirmed the attack to local media following mass outage reports from users and tracking services. According to Downdetector, the cyberattack primarily affected the company’s mobile app, but some users also reported website outages, notification failures, and broader internet disruptions.
Russia’s state communications regulator, Roskomnadzor, acknowledged the attack, stating that customers in Moscow and surrounding regions had filed complaints over connectivity issues following the incident.
Beeline released a statement confirming that its cybersecurity teams had identified the attack and taken steps to restore service, though no additional details were provided about the scale or impact of the breach.
Wave of Attacks Targeting Russian Telecom Companies
This latest cyberattack follows an earlier February attack on Beeline, which resulted in widespread service outages, taking down its website, mobile application, and internet services for both home and mobile users.
Beeline is not the only major Russian telecom provider targeted in recent months. In January, rival provider MegaFon suffered a large-scale DDoS attack, causing widespread disruptions. A cybersecurity source cited by Forbes Russia described both the MegaFon and Beeline attacks as among the most significant hacktivist cyberattacks on Russia’s telecom sector this year.
“Both attacks were multi-vector and large-scale. The volume of malicious traffic was identical, but MegaFon faced an attack from 3,300 IP addresses, while Beeline was targeted via 1,600, resulting in a higher load per IP address,” the source told Forbes Russia.
Cyber Warfare Escalates in Russia’s Telecom Sector
The attacks on Beeline and MegaFon are part of a broader wave of cyber incidents targeting Russian telecommunications companies in recent months:
- Rostelecom (January 2024) – Russia’s largest telecom provider reported a cyberattack against one of its contractors, with hacker group Silent Crow claiming responsibility for leaking thousands of customer emails and phone numbers.
- Nodex (January 2024) – Ukrainian Cyber Alliance claimed responsibility for crippling Nodex’s infrastructure overnight. Nodex later confirmed the attack.
- Rapporto (November 2023) – One of Russia’s largest telecommunications integrators reported a major cyber breach.
Reports from Russian cybersecurity experts indicate that over 30% of all DDoS attacks in Russia last year targeted telecommunications companies, with at least 90% linked to politically motivated groups.
Beeline’s History and Sanctions Fallout
Beeline was previously owned by Veon, a Netherlands-based telecom group that also owns Ukraine’s Kyivstar. Following Russia’s 2022 invasion of Ukraine, Veon began divesting from its Russian operations, selling off its Beeline assets as part of its withdrawal from the country.
Veon itself suffered a devastating cyberattack in 2023, when Kyivstar—Ukraine’s largest telecom operator—was targeted in a Russia-linked cyber assault that disrupted services for several days. The attack resulted in an estimated $100 million in damages, underscoring the scale and financial impact of these cyber battles.

The escalation of cyberattacks on Russia’s telecom infrastructure reflects the growing intensity of digital warfare, where state-sponsored hacking groups, hacktivists, and cybercriminals target critical infrastructure. As Russia continues to face backlash for its geopolitical actions, its internet and telecom sectors are becoming increasingly vulnerable to persistent and sophisticated cyberattacks.
