In a historic legal move, a provincial court in Barcelona has ordered the indictment of three former senior executives of NSO Group, the notorious Israeli spyware manufacturer, over their alleged role in the hacking and surveillance of at least 63 Catalan civil society members.
The court’s ruling signals a turning point in the fight against digital espionage in Europe, setting a powerful precedent that individuals involved in cyber-surveillance abuses will be held personally accountable before the law.
Spyware Abuse and the Indicted NSO Executives
The executives under investigation are:
- Shalev Hulio – Co-founder and former CEO of NSO Group
- Omri Lavie – Co-founder and former senior executive
- Yuval Somekh – Former executive at NSO and its parent company, Q Cyber Technologies
Each of these individuals held leadership roles when the Pegasus spyware was allegedly deployed against pro-independence Catalan politicians, activists, and civil society members.
The Barcelona court is investigating them under the city’s “discovery and disclosure of secrets” statute, a legal framework designed to prosecute unlawful surveillance, privacy breaches, and the unauthorized interception of communications.
The Catalan human rights organization Iridia hailed the ruling as a significant victory in the battle against spyware-enabled espionage.
