Pavel Durov, the founder and owner of Telegram, has confirmed that he has left France and returned to Dubai while a criminal investigation into activity on the messaging app remains ongoing.
Durov’s statement on Monday followed earlier reports that a French judge had authorized him to leave the country temporarily for “several weeks.”
“I want to thank the investigative judges for letting this happen, as well as my lawyers and team for their relentless efforts in demonstrating that when it comes to moderation, cooperation, and fighting crime, Telegram has not only met but exceeded its legal obligations for years,” Durov stated.
“The process is ongoing, but it feels great to be home,” he added.
Judicial Order Temporarily Suspended
Telegram, which moved its headquarters to Dubai in 2017, has been under legal scrutiny in France. Reports from the Paris prosecutor’s office indicate that the judicial order requiring Durov to remain in France was suspended from March 15 to April 7.
Durov, who became a United Arab Emirates citizen in 2021 and was also naturalized as a French citizen, was reportedly arrested at Le Bourget Airport outside Paris in August. He faces allegations related to cyber and financial crimes connected to Telegram’s platform.
Following the arrest, Telegram defended its stance, stating:
“It is absurd to claim that a platform or its owner are responsible for the abuse of that platform. Telegram abides by EU laws, and its moderation is within industry standards and constantly improving.”
Balancing Security and Free Communication
Telegram, which reported 950 million monthly active users in 2023, is widely used across the world, particularly in Eastern Europe. The platform’s structure allows for instant news sharing, video distribution, and location-based updates, making it a popular choice for both individuals and organizations.
However, its accessibility and encryption features have also drawn criticism. Various reports suggest that some cybercriminals and extremist groups exploit Telegram for illegal activities, including the sale of hacking tools and the distribution of stolen data.
Last year, the U.S. Department of Justice indicted two leaders of a white supremacist group that used Telegram to spread their ideology and coordinate actions. Additionally, cybersecurity researchers have observed threat actors leveraging Telegram for cyberattacks, utilizing the platform to spread malware and exfiltrate user data.
Despite these challenges, Telegram has consistently stated that it does not tolerate criminal activity on its platform. In an earlier statement, Durov emphasized Telegram’s role in protecting free speech while maintaining compliance with legal frameworks:
“Telegram was built to protect activists and ordinary people from corrupt governments and corporations. We do not allow criminals to abuse our platform or evade justice.”
Ongoing Investigation and Future Implications
As the criminal investigation continues, it remains to be seen what implications this case may have for Telegram and its leadership. While Durov has been allowed to leave France for now, the legal proceedings are still in motion, and further developments are expected in the coming weeks.
