The Port of Seattle, which oversees operations at Seattle-Tacoma International Airport (SEA), maritime terminals, parks, and infrastructure throughout the region, has officially disclosed that approximately 90,000 people were affected in a ransomware attack that crippled critical systems ahead of Labor Day 2024.
The fallout? System-wide outages, emergency manual operations, and tens of thousands of individuals now vulnerable to identity theft — all due to a breach that authorities admit stemmed from aging legacy systems and inadequate data protections.
What Really Happened on August 24, 2024?
The incident struck just as SEA prepared for the holiday travel rush — but this wasn’t a normal glitch. The Rhysida ransomware gang, a relatively new but aggressive cybercriminal group, successfully infiltrated legacy servers containing employee, contractor, and parking database records.
As the attackers encrypted files and exfiltrated data, airport infrastructure went dark:
- Wi-Fi across terminals collapsed
- Flight display monitors shut off
- Check-in kiosks failed
- Ticketing systems went offline
- Baggage routing was disrupted
- SEA’s official website and mobile app became inaccessible
- Even parking reservation systems were severed
Airline workers and Port staff were forced to manually direct passengers using dry-erase boards, radios, and paper manifests. For hours, Seattle’s international gateway airport looked more like a post-apocalyptic simulation than a tech-equipped transport hub.
What Was Stolen?
While the port insists that airline and cruise partner systems and federal agency networks were untouched, what was breached paints a different kind of nightmare — one rooted in human vulnerability.
According to breach notification letters now going out to tens of thousands of victims — including 71,000 residents of Washington State — hackers accessed:
- Full names
- Dates of birth
- Social Security numbers
- Driver’s license and state ID numbers
- Some medical data (exact nature still undisclosed)
- Employment and parking records tied to internal Port systems
For those affected, the Port is offering one year of complimentary credit monitoring, but many argue that’s a weak gesture in the face of long-term risk stemming from leaked government IDs and sensitive medical history.

In their official statement, the Port of Seattle admitted that the breach occurred through “previously used Port systems,” meaning outdated infrastructure was still partially connected to their broader network — a common but dangerous mistake in public sector IT.
Security experts say the reliance on obsolete, unsupported systems left critical gaps for Rhysida’s exploit tools to penetrate. These systems, once tied to employee credential management and parking permit administration, were no longer being actively patched or monitored to today’s standards.

Why Refuse the Ransom?
In a bold but controversial move, the Port publicly stated that it refused to pay the attackers’ demands.
“Paying the criminal organization would not reflect Port values or our pledge to be a good steward of taxpayer dollars,” said Executive Director Steve Metruck.
While this no-ransom stance is commendable in principle, it came at a steep cost. The attackers still released stolen data and forced widespread operational damage — something many critics argue should have been prevented altogether with better planning.

Rhysida, like many ransomware-as-a-service (RaaS) outfits, uses double-extortion tactics: encrypt the systems, then exfiltrate and leak data to increase leverage. Their playbook isn’t just about money — it’s about exposing negligence and weaponizing public disruption.
And in this case, they succeeded on both fronts.
What the Port Got Wrong — and What Must Change
While the Port has now posted a breach notice online for those without mailing addresses and claimed to be “enhancing protections,” it may be too little, too late. The breach exposed systemic flaws in how government-linked infrastructure handles data, including:
- Insufficient endpoint isolation
- Failure to decommission old systems securely
- No real-time behavioral monitoring on internal networks
- Lack of transparent disclosure at the time of attack
- Delayed forensic response during peak travel season
