The Cybersecurity and Infrastructure Security Agency (CISA), the nation’s lead civilian cybersecurity agency, has lost two high-profile figures amid ongoing uncertainty and structural instability. On Monday, Bob Lord and Lauren Zabierek — both senior advisors at CISA — announced their resignations in separate LinkedIn posts, highlighting what many now see as a troubling trend: the brain drain of experienced leadership at a critical time for U.S. cyber defense.
Departures Signal a Larger Shake-Up
Bob Lord, who joined CISA in 2022 as a senior technical advisor, publicly shared that he had “made the difficult decision” to step away. Just minutes later, Lauren Zabierek, senior advisor and former executive director of the Cyber Project at Harvard Kennedy School’s Belfer Center, posted her own resignation.
Both emphasized their gratitude for the opportunity to serve at CISA and contribute to the agency’s Secure by Design initiative — a long-term strategic effort aimed at encouraging software developers and tech companies to prioritize security at the foundational level.
Zabierek, a former U.S. Air Force officer and intelligence community veteran, noted that the decision wasn’t easy. “Service to the nation has been the cornerstone of my career,” she wrote. Lord echoed a similar tone, adding that their work focused on improving software accountability and reducing risk to consumers, critical infrastructure, and national systems.
However, neither provided specifics on their next moves, and neither directly addressed the larger shake-ups unfolding within the agency.
Growing Concerns About Stability and Morale
The resignations follow a string of internal disruptions at CISA. Earlier this month, the Department of Homeland Security (DHS) offered buyouts to employees willing to voluntarily resign by April 14 — a move intended to reduce agency headcount amid budget and policy pressures. While it remains unconfirmed if Lord or Zabierek accepted those buyouts, the timing raises speculation.
Behind the scenes, court battles and political maneuvering have amplified the instability. A previous effort to eliminate 130 probationary staffers was temporarily halted by court injunction before being overturned on appeal. Now, reports suggest the Trump administration may seek to cut as many as 1,300 full-time positions — nearly half of CISA’s workforce — along with 40 percent of its contractor force.
This potential workforce reduction could have sweeping implications. CISA is responsible not only for election security and critical infrastructure defense, but also for responding to real-time national cybersecurity threats, coordinating interagency cyber policy, and shaping the regulatory landscape for software resilience.
Leadership in Flux
With Director Jen Easterly currently on extended leave, the agency is being run by Executive Director Bridget Bean. In a statement, Bean praised the contributions of both departing advisors and reaffirmed the agency’s commitment to the Secure by Design framework.
“This is why we continue to urge companies to develop products that are secure by design, instead of passing the cost of poorly designed products on to consumers,” Bean stated. “While CISA’s approaches evolve, our commitment to the principles remains steadfast.”
Zabierek called the initiative one of the most meaningful experiences of her career, citing its global reach and collaborative approach across public and private sectors. Lord emphasized the need for shared responsibility: “Whether you’re a developer, a product leader, or a customer, your actions matter.”
A Political Backdrop
The resignations come amid a broader political tug-of-war over the future of CISA. President Donald Trump has nominated Sean Plankey, a former cybersecurity official at the Department of Energy and the National Security Council, to become the next director of the agency. However, that nomination has stalled due to opposition from Senator Ron Wyden (D-OR), who is demanding the public release of a classified CISA report allegedly detailing vulnerabilities in the nation’s telecommunications infrastructure dating back to 2022.
This delay not only leaves the agency in a leadership vacuum but also raises questions about transparency, accountability, and the future direction of U.S. cybersecurity policy — especially with election interference, ransomware escalation, and critical infrastructure threats on the rise.
The Bigger Picture
CISA has long positioned itself as a nonpartisan bulwark against both foreign and domestic cyber threats, working closely with private sector partners and other federal agencies. But as internal instability mounts and experienced officials depart, the agency’s ability to maintain that posture may be compromised.
The departures of Lord and Zabierek are not just personal career shifts — they reflect deeper tensions within the cyber defense landscape. Whether due to politics, burnout, restructuring, or mission drift, these exits underscore a hard truth: national cybersecurity leadership is not immune to the very instability it is tasked with mitigating.
