A federal correctional officer assigned to the Federal Correctional Complex (FCC) in Beaumont, Texas has been sentenced to 10 years in federal prison after being identified as a direct supply source of narcotics entering a federal detention environment.
Martel Devante Gilliam, 22, of Beaumont, pleaded guilty to possession with intent to distribute methamphetamine and was sentenced to 120 months by U.S. District Judge Marcia A. Crone on March 11, 2026. The conviction follows a 2024 investigation that exposed internal drug trafficking activity tied directly to a sworn correctional officer operating within a federal facility.
Court records establish that Gilliam was flagged in March 2024 as a suspected supplier of illegal narcotics circulating within FCC Beaumont. The breach moved from suspicion to confirmation on March 8, 2024, when Gilliam reported for duty and a narcotics detection canine alerted on his vehicle during a standard open-air inspection.
A subsequent search of the vehicle revealed a multi-substance trafficking load consistent with distribution-level activity rather than personal possession. Seized materials included approximately 125 grams of methamphetamine, 28 grams of cocaine, and 459 grams of synthetic marijuana. Additional items recovered included vacuum-sealed packages of tobacco and marijuana—commonly used as contraband commodities within correctional environments—along with $5,700 in cash and a firearm.
The quantity, packaging, and variety of substances indicate a structured supply channel intended to penetrate institutional controls and introduce high-demand contraband into a secured federal prison system. Synthetic marijuana, in particular, has been repeatedly identified as a dominant contraband currency inside correctional facilities due to its compact form, potency, and concealment advantages.
The presence of a firearm alongside narcotics and cash further elevates the case beyond internal policy violations, establishing external trafficking linkage and reinforcing the classification of the activity as organized distribution rather than opportunistic smuggling.
Gilliam’s role as a correctional officer provided direct access to a controlled environment where standard security measures are designed to prevent precisely this type of infiltration. The case demonstrates a breach at the personnel level, where institutional trust is leveraged to bypass detection thresholds that would typically intercept external actors.
The sentencing reflects federal enforcement posture toward internal corruption involving narcotics distribution within prison systems, where the introduction of controlled substances directly impacts inmate safety, institutional stability, and the integrity of federal detention operations.
The case was investigated by the Federal Bureau of Investigation, the Bureau of Prisons, and the Jefferson County Sheriff’s Office. Prosecution was handled by Assistant U.S. Attorney Russell James.
Gilliam will serve his sentence in federal custody.

Stories like this always baffle me. Why ruin your career over earning money like this? As this guy was so young, he probably hadn’t been on the job that long. He should have appreciated those who hired him instead of turning on them like this. I hope this man gets his life straightened out. By the grace of God, someone like this can come to understand we are saved by grace alone, through faith alone, in Christ alone. He will still be young when he gets out and he will not be rehired by those who hired him the first time. He will need strength to find a new path. I believe God can answer this man’s prayers if he calls on Him.
