For the first time in a year, the number of government-backed internet shutdowns has dropped to zero in the first quarter of 2025, according to data from Cloudflare. At face value, this is a welcome break from the routine playbook of authoritarian censorship — the strategic “kill switch” governments have used to silence dissent, block protests, or suppress election coverage.
But The Realist Juggernaut sees it for what it really is: a tactical recalibration, not a retreat.
Cloudflare’s own language is cautious. In a blog post, the company said this is only the third quarter in the past three years where they’ve seen no new shutdowns ordered by governments. And they’re not banking on the trend continuing. With countries like Iraq and Syria historically deploying shutdowns during exam seasons to curb cheating, Cloudflare expects that silence to break as soon as May–June national test cycles hit.
THE NEW MODEL OF SUPPRESSION: COMPLIANCE OVER FORCE
NetBlocks, the independent watchdog group that tracks internet throttling and platform-level suppression, sees a deeper reason for this lull — and it doesn’t mean regimes are backing down.
“Governments don’t need to shut down the internet when the platforms now do the silencing for them,” said Alp Toker, Director of NetBlocks.
Toker points to increased compliance by major social media firms like X (formerly Twitter), Meta, and YouTube. These platforms, under growing global pressure, are now far more likely to follow takedown requests, suppress hashtags, geo-block accounts, or throttle trending topics that criticize ruling parties.
Recent example? X’s cooperation with Turkish government orders to suppress boycott campaigns and opposition voices during pre-election protests. Legal appeals to reverse those suppressions are locked in bureaucracy and could take years to resolve — long after the damage is done.
THE VOID LEFT BY USAID — AND THE END OF “SOFT ACTIVISM”
One of the most understated shifts contributing to the drop in shutdowns is the termination of soft-power programs once operated by agencies like USAID, which quietly funded grassroots activist networks and digital literacy campaigns across developing nations.
According to Toker, the collapse of these initiatives left authoritarian regimes with less perceived threat from “foreign-backed” online mobilizations. Fewer protests fueled by international digital campaigns means fewer reasons for governments to reach for the internet kill switch.
But the downside? The disappearance of those programs has also weakened the global fight for digital rights — and left a dangerous vacuum now filled by platform-level censorship dictated by national governments.
DON’T CONFUSE INFRASTRUCTURE OUTAGES WITH FREEDOM
While no new government-led shutdowns occurred in Q1, the internet didn’t stay up everywhere.
Cloudflare and NetBlocks both tracked numerous infrastructure-related outages, including:
- Wildfires in New Jersey, Los Angeles, and Haiti disrupting regional internet access
- Storm damage in Ireland and Réunion causing outages across entire districts
- Submarine cable failures disrupting bandwidth to several Asian countries
- Power grid failures tied to extreme weather and poor resilience systems
- The Myanmar earthquake, which further crippled internet access already throttled by military rule, worsening isolation and disrupting aid efforts
Cloudflare’s global monitoring grid — spanning 330 cities in 125+ countries, across 13,000 network providers — paints a complex picture. The absence of deliberate censorship doesn’t mean digital resilience or open access has arrived. It means the battlefield has moved.
THE TRJ TAKE: A NEW SILENCE — ENGINEERED, NOT EARNED
Don’t celebrate too early.
The drop in government-led shutdowns doesn’t mean governments have changed their values. It means they’ve changed tactics. Rather than brute-force internet blocks, they now outsource suppression to tech platforms and capitalize on global disunity in digital rights enforcement.
This is the era of “compliant control” — where governments don’t have to hit the off switch if Silicon Valley does it for them.
If anything, the current lull should ring louder alarm bells. When authoritarian regimes feel no need to shut off the internet, it’s often because they’ve found a quieter way to control it.
