Ransomware’s grip on the digital world is tightening — and new data shows just how much ground it’s gained.
According to Verizon’s newly released 2025 Data Breach Investigations Report (DBIR), ransomware was a factor in 44% of all confirmed data breaches last year. The analysis, which reviewed over 22,000 security incidents and 12,195 confirmed breaches, marks a sharp escalation from just two years ago, when ransomware featured in roughly a third of incidents.
Verizon’s 117-page report highlights a troubling pattern: although hackers still primarily gain access through stolen credentials or known software vulnerabilities, once inside, they are now significantly more likely to deploy ransomware as a primary attack method.
A Shift in Victim Response
There is, however, one silver lining emerging from the chaos. Organizations are increasingly refusing to meet ransom demands.
The report found that 64% of ransomware victims chose not to pay in 2024, a notable rise from 50% in 2022. Furthermore, the median ransom payment dropped to $115,000, down from $150,000 the previous year. Large payouts have also fallen — with 95% of ransoms now settling below $3 million, compared to nearly $10 million just a year earlier.
Verizon researchers suggest several reasons for the shift:
- Stronger incident response frameworks
- Better backups and recovery capabilities
- Rising legal and insurance scrutiny discouraging payouts
- Evolving government guidance urging non-payment
However, while organizations are learning to push back, ransomware attacks themselves are not slowing down — they’re simply adapting.
Small and Medium-Sized Businesses: A Growing Target
The 2025 DBIR reveals a widening gap in how ransomware impacts organizations based on size.
- Among large enterprises, ransomware was involved in 39% of breaches.
- For small and medium-sized businesses (SMBs), ransomware appeared in a staggering 88% of breach cases.
The disparity highlights an uncomfortable truth: smaller organizations, often operating with limited cybersecurity budgets, are becoming the favored targets of extortion gangs. Lacking robust security infrastructure, many SMBs struggle to defend against even moderately sophisticated ransomware campaigns.
Craig Robinson, Research Vice President at IDC, commented on the findings, noting:
“Glass-half-full types can celebrate the rise in the number of victim organizations that refused to pay. But the glass-half-empty perspective shows that SMBs, without the cybersecurity maturity of larger organizations, are paying the price — quite literally.”
Industry Breakdown: No Sector Left Untouched
Ransomware’s impact is being felt across virtually every major sector.
The report singles out:
- Financial services: Increased ransomware targeting, with threat actors exploiting both customer-facing and internal systems.
- Manufacturing: Growing vulnerability due to operational technology (OT) and legacy systems.
- Government: Particularly hard-hit, especially at the local government level.
In the government sector alone, 43% of ransomware incidents involved local municipalities, with a concentration in the Southeastern and Midwestern United States.
Small governmental councils across Europe, the Middle East, and Africa (EMEA) are also facing a sustained barrage of ransomware attacks, often with limited capacity to respond effectively.
The Evolution of Extortion: More Than Just File Lockdowns
Modern ransomware attacks have evolved far beyond simple encryption.
Many incidents now involve double extortion — encrypting files and threatening to leak sensitive data if payment isn’t made. Some groups have even shifted toward pure data-theft operations, focusing exclusively on exfiltrating information and using the threat of public exposure to pressure victims.
This evolution makes detection and prevention even harder, as encryption alone is no longer the only danger.
The Road Ahead
The 2025 DBIR paints a clear picture:
Ransomware is no longer a rogue phenomenon. It’s a systemic weapon embedded across the global cyber threat landscape.
And while refusal to pay ransoms is a positive trend, the pressure on smaller organizations, critical infrastructure, and under-resourced governments remains severe.
Without aggressive security upgrades, real-time threat intelligence sharing, and stronger international cooperation, ransomware will continue to mutate — and the gap between prepared and unprepared organizations will only widen.
