Cybercrime, Human Trafficking, and the Rise of Southeast Asia’s Digital Slave Zones

The U.S. Treasury Department dropped a significant blow this week against a powerful militia group in Myanmar accused of operating at the heart of Southeast Asia’s most expansive cyber scam infrastructure. At the center of the crackdown: Saw Chit Thu, the brutal militia leader behind a transnational scam empire now linked to human trafficking, digital slavery, and industrial-scale financial fraud.
The Sanctioned: Saw Chit Thu and the Karen National Army
The Treasury’s Office of Foreign Assets Control (OFAC) formally sanctioned Saw Chit Thu, the head of the Karen National Army (KNA), and his two sons — Htoo Eh Moo and Saw Chit Chit — for facilitating and profiting from massive scam operations in eastern Myanmar’s lawless Shwe Kokko region. This marks the latest in a series of international designations targeting cybercrime kingpins operating beyond the reach of conventional law enforcement.
The KNA, which until mid-2024 operated under the name Karen Border Guard Force (BGF), holds de facto control of Myawaddy District, bordering Thailand. Far from just a rebel faction, the KNA has become a paramilitary landlord — leasing land, providing private security, and directly supporting scam syndicates operating sprawling compounds filled with forced laborers.
The compounds in Shwe Kokko — many of which resemble military bases — are hubs for pig butchering scams, a manipulative form of fraud in which victims are lured through online relationships and coaxed into cryptocurrency investments before being financially gutted.
The Business Model: Cybercrime Meets Coercion
What sets this case apart is not just the scale — but the brazenness.
Victims are not only digital; they’re also physical. Thousands of people, often from neighboring countries like China, Thailand, Laos, and Vietnam, are tricked by fake job postings, abducted, and trafficked into scam compounds, where they are tortured, held at gunpoint, and forced to operate fraud operations for hours on end. Some escapees report beatings, electrocution, and threats of organ harvesting if they refused to comply.
These laborers — held under surveillance and often deprived of their passports — are instructed to run fake romantic relationships, engage in investment schemes, and lure victims primarily from wealthy Western nations, especially the United States.
According to the FBI, Americans alone lost over $6.5 billion to cryptocurrency-related investment fraud in 2024 — a number that continues to rise despite global crackdowns.
The Infrastructure of Evil: Utilities for Scams
The Treasury’s designation emphasizes that this isn’t just about turning a blind eye. The KNA actively enables the scamming industry:
- Leasing real estate for scam compounds
- Supplying electricity, internet access, and basic infrastructure
- Facilitating cross-border smuggling routes
- Providing armed security to prevent escapes or raids
- Protecting foreign criminal networks operating in their territory
In essence, the KNA transformed from a paramilitary group into a private criminal syndicate — one that thrives by selling protection, people, and platforms.
Ties to Myanmar’s Military Junta
Saw Chit Thu’s connections run deep.
He has long served as a proxy warlord for the ruling military junta in Myanmar, which grants autonomy to border guard militias in exchange for loyalty and regional control. This arrangement has allowed Chit Thu to operate with impunity — crushing dissent, running illicit economies, and expanding his scam empire with military-grade security and tacit state approval.
The UK sanctioned Saw Chit Thu in 2023, followed by the EU in 2024. Now, the U.S. has joined in, freezing his assets, barring American citizens or entities from doing business with him or his family, and marking his operations as threats to global financial stability and human rights.
Expanding Beyond Borders
While Myanmar has become a key node in the global scam web, the problem is far from contained.
The sanctions come on the heels of a separate U.S. action against Huione Group, a Cambodian-based financial network described by the Treasury as an “institution of primary money laundering concern.” Huione allegedly facilitated the laundering of funds tied to both North Korean cyber operations and the scamming compounds of Southeast Asia.
A recent United Nations report warns that these transnational criminal networks are evolving, becoming more decentralized, more tech-savvy, and more difficult to track. There is growing evidence that scam operations are expanding into Africa and South America, using local intermediaries, shell companies, and crypto-mixing platforms to conceal their origins.
