WAVE OF CYBERATTACKS DISRUPTS GOVERNMENTS ACROSS THREE U.S. REGIONS
A coordinated wave of ransomware and cyber disruption attacks has paralyzed digital services across Oklahoma, Ohio, and Puerto Rico over the past week — marking another stark escalation in the ongoing war against U.S. municipal infrastructure.
From tribal capitals to judicial networks, the breaches have disrupted emergency services, court systems, law enforcement communications, and criminal justice portals — impacting hundreds of thousands of citizens. The timing and scope suggest not isolated events, but rather symptoms of a broader systemic vulnerability now being exploited by organized threat actors.
DURANT, OKLAHOMA — A Tribal Capital Under Digital Lockdown
The City of Durant, Oklahoma, which serves as the capital of the Choctaw Nation and is home to over 20,000 people, confirmed it was hit by a ransomware attack on Sunday. As of this week, city operations remain heavily disrupted, with digital and credit card payment systems down, and the city’s official website still offline.
Authorities confirmed the attack has also impacted police department communication systems, though 911 remains active. However, wait times are elevated due to call rerouting and ongoing IT outages.
“We’re working closely with law enforcement and digital forensics teams to contain the incident and restore operations,” city officials wrote.
The breach comes amid a rising pattern of ransomware targeting Native American tribal governments, including attacks earlier this year on nations in Minnesota and Michigan — both eventually claimed by the RansomHub gang, a ransomware-as-a-service (RaaS) group known for opportunistic targeting of under-defended civic infrastructure.
ABILENE, TEXAS — Fallout Still Ongoing
The City of Abilene, impacted by a major ransomware attack back on April 18, released its post-mortem this week — confirming that 477 GB of data involving over 130,000 residents was compromised. Officials disclosed that they engaged in limited negotiation with the ransomware group but refused to pay the ransom.
“We’re in a holding pattern now — waiting to see if they publish the data,” said IT Director Mike Perry.
Abilene has since begun a complete overhaul of its digital infrastructure, including replacement of all servers, storage arrays, desktops, and laptops — a costly and labor-intensive effort expected to take several months.
LORAIN COUNTY, OHIO — Justice Systems Offline
Just two days before the Durant attack, Lorain County, Ohio (population 315,000) reported a major network security incident that disabled numerous internal systems. The breach knocked multiple court systems offline, disrupted citizen services, and forced the county to adjust court schedules and hours as they scrambled to recover.
Emergency services were preserved, but the county’s digital backbone was severely impacted — echoing a similar ransomware strike four months ago on Cleveland Municipal Court, which was left inoperable for weeks. Lorain County has since hired external cybersecurity experts and launched a forensic investigation.
COLUMBUS, OHIO — A Breach Revisited
This attack follows Columbus, Ohio’s 2024 ransomware breach, where data belonging to over 500,000 current and former residents was exposed. That attack served as a wake-up call to municipalities across the state, but recent developments suggest widespread vulnerabilities still remain — and attackers are now doubling down.
PUERTO RICO — Criminal Justice Systems Compromised
In a separate but parallel incident, the Puerto Rico Department of Justice and the Puerto Rico Innovation and Technology Service jointly confirmed a cyberattack targeting the Criminal Justice Information Office (CJIO).
A public alert warned that criminal record issuance and other justice system services were suspended, and recovery would only proceed once the integrity of the environment was verified.
“The restoration of the affected systems will be carried out only when we have certified that the environments are secure,” read the joint statement.
This isn’t Puerto Rico’s first major infrastructure breach. The FBI and CISA previously assisted with a cyberattack on Puerto Rico’s water supply management agency, but as of now, federal response to the CJIO breach remains unclear.
WIDER ANALYSIS: THE PATTERN NO ONE WANTS TO ADMIT
These incidents are not isolated. They are digital fractures in a larger, unstable infrastructure that’s being targeted deliberately and systematically exploited. Government systems—particularly in tribal jurisdictions, judicial circuits, and public utilities—are increasingly seen as soft targets by international ransomware syndicates due to:
- Outdated tech stacks
- Low funding for cybersecurity defense
- Fragmented IT oversight
- Reliance on legacy databases and exposed remote access points
The cost of non-payment is staggering. The cost of payment is even worse — funding the next attack.
TRJ Threat Forecast (Next 30 Days)
| Region | Risk Level | Notes |
|---|---|---|
| U.S. Midwest (OH, IN, MI) | Very High | Active cluster targeting justice systems |
| Southern U.S. (TX, OK) | High | Durant & Abilene show vulnerability in tribal and city IT |
| U.S. Territories (Puerto Rico) | High | Judicial and infrastructure targets remain exposed |
| West Coast & East Coast (CA, NY) | Medium | Less activity recently, but high-value targets still monitored |
TRJ Final Verdict
The attacks on Durant, Lorain County, and Puerto Rico’s justice systems reflect a disturbing convergence: American cities and sovereign tribal nations are being digitally destabilized with increasing precision. What once took weeks of coordinated hacking can now be automated, deployed, and monetized within hours via ransomware-as-a-service kits and exploit chains.
The question is no longer if municipalities will be hit — it’s when, how bad, and what gets stolen next.
Welcome to the Digital Siege.
This is ransomware’s new territory — and no one is off-limits.
