France: Hijacking the Orano-Armenia Story
One of the most damaging incidents occurred in France, where a fake outlet calling itself “Courrier France 24” (an imitation of the real France 24 news network) published a false exposé claiming that:
The French nuclear energy firm Orano was secretly shipping radioactive waste to Armenia and donating funds to a foundation linked to Prime Minister Nikol Pashinyan.
The article was published under the name of Romain Fiaschetti, a legitimate journalist with Public magazine known for covering sports and entertainment—not geopolitics or nuclear policy. Fiaschetti told the media he was “shocked” to learn that his identity had been exploited to publish politically motivated disinformation.

Another forged article, published on a fake website styled as The EU Insider, targeted Moldovan President Maia Sandu, falsely alleging she had embezzled U.S. aid money.
The story attributed the claims to the mayor of Chișinău—another fabrication—and was signed by Radu Dumitrescu, a journalist for Romania Insider.
Dumitrescu denied any connection to the piece, and investigators confirmed he had no involvement.

Germany: Polar Bear Hoax Targets Chancellor Merz
Storm-1516’s campaign also reached Germany, where a fabricated story alleged that Chancellor Friedrich Merz had killed a family of polar bears while hunting in Canada—an inflammatory claim crafted to provoke outrage from environmentalists and animal rights activists.
The unsigned article listed Toronto Star staff as its authors—none of whom were involved. The Star has since issued a formal repudiation.

Norway: Environmental Disinfo Tied to IGF Host Role
For the first time, Storm-1516 has launched a disinformation campaign against Norway, involving a fake environmental nonprofit website that falsely reported a toxic pollution crisis along the Nitelva River. The story suggested that the Internet Governance Forum (IGF)—which Norway was hosting—might be canceled due to the crisis.
Researchers believe this was a retaliatory tactic by Russia, which had previously vied to host the IGF but lost out to Norway.

In May 2025, French authorities released a report confirming that Storm-1516 poses a “serious threat to European public discourse”, particularly due to its use of forged journalistic identities and fake domain networks.
Legal teams in France and Romania are now mobilizing to pursue charges on behalf of the impersonated journalists, citing violations of identity rights, libel, and digital forgery.
