U.S. Lawmakers Sound Alarm Over Huawei-Powered Wiretap Infrastructure in Spain
The United States is reevaluating intelligence-sharing protocols with Spain after it was revealed that the country’s national wiretap system relies on Huawei-built infrastructure — a move that has stunned cybersecurity officials and U.S. lawmakers alike.
Senator Tom Cotton and Representative Rick Crawford, both Republicans from Arkansas and key figures on the Senate and House Intelligence Committees, issued a formal letter to Director of National Intelligence Tulsi Gabbard on July 16, 2025, calling for a complete review of intelligence flows to Madrid in light of this security compromise.
“Huawei and the CCP could have backdoor access to the lawful intercept system of a NATO ally,” they warned, “enabling them to monitor Spanish investigations of CCP spies and innumerable other intelligence activities.”
THE REVELATION — €12.3M CONTRACT LINKED TO BEIJING’S SPIES
According to a bombshell investigation by Spanish digital media outlet The Objective, Spain’s Interior Ministry awarded Huawei a €12.3 million ($14.6 million) contract to operate and maintain its judicial wiretap systems. These are the same systems used to monitor criminal suspects, terror suspects, and even foreign espionage operatives.
The infrastructure allegedly touches core communications across Spanish law enforcement, judicial orders, and intelligence directives — all potentially exposed to covert exfiltration by Beijing, under China’s 2017 National Intelligence Law, which requires all Chinese companies to cooperate with state intelligence operations.
This is not a theoretical risk. If Huawei has maintenance access — or root-layer access to Spain’s intercept backbone — then every NATO-aligned investigation, counterintelligence file, or wiretap order processed through it is potentially visible to the CCP.
LEGISLATIVE PUSHBACK — CALL FOR INTEL RESTRICTION
Cotton and Crawford’s letter urged DNI Gabbard to immediately:
Audit all information shared with Spain since the Huawei contract’s activation
Redact all sensitive data shared with Madrid that could compromise U.S. sources, methods, or partners
Review and downgrade Spain’s intelligence trust tier within Five Eyes-adjacent NATO alignment frameworks
The lawmakers cited the U.S. government’s years-long ban on Huawei equipment as precedent, dating back to the Trump administration’s whole-of-government purge of Chinese telecom tech from American networks.
“Until Spain follows suit,” the lawmakers wrote, “the U.S. government should ensure that any information shared with the Spanish government is redacted of details that should not be shared with the CCP.”
DEEPER RISK — NATO’S VULNERABLE INTEROPERABILITY
Spain is a full member of NATO, participates in classified threat fusion networks, and collaborates on cross-border counterterrorism and organized crime suppression with the U.S., France, Germany, and Italy. If Huawei has system-level access to Spain’s intercept infrastructure:
- Foreign informants and whistleblowers may be exposed
- Intelligence on Chinese nationals under surveillance could be leaked back to Beijing
- Joint operations involving European cyber-forensics or counterespionage may already be compromised
- Metadata logs and voice recordings routed through Huawei servers may be mirrored to external nodes
TRJ has previously reported on similar backdoor arrangements involving ZTE and Huawei installations in Africa, where leaked admin tools showed remote access tunnels leading back to mainland China.
DIPLOMATIC SILENCE — NO COMMENT FROM MADRID OR HUAWEI
As of this writing, neither Huawei nor the Spanish Ministry of the Interior have responded to requests for comment.
Privately, some EU security officials expressed “deep concern” that Spain’s Interior Ministry moved forward with the contract despite years of warnings about Huawei’s proximity to the Chinese state.
“This is diplomatic recklessness masquerading as tech procurement,” said a former EUCOM intelligence liaison, speaking anonymously to TRJ. “Spain effectively gave China the keys to its wiretap room.”

- Standardized network interception kits pre-loaded with Huawei firmware
- Backend access panels labeled for “remote debugging” connected via encrypted tunnel
- Cross-compatibility with lawful intercept protocol ETSI 102 232, used in both EU and NATO systems
Spain’s implementation, traced via procurement records, began as early as 2022, with updates deployed in 2024, including expanded support for VoIP, mobile, and encrypted messaging taps.
TRJ sources confirm that similar Huawei systems are embedded in at least five non-Five Eyes NATO member countries, prompting an ongoing audit at U.S. European Command (EUCOM).

Spain has allowed a digital fox into its intelligence henhouse — and now every conversation, investigation, and classified trace may be echoing back to Beijing.
