Media Under Digital Siege
Hungarian authorities have confirmed the arrest of a 23-year-old suspect in Budapest accused of launching a calculated wave of DDoS attacks against independent media outlets in both Hungary and abroad. The coordinated disruptions began in April 2023, with investigators now identifying dozens of incidents designed to temporarily silence critical journalism—especially those covering government overreach and corruption.
The suspect, who allegedly operated under the alias “Hano”, reportedly used DDoS-for-hire platforms—also known as “stressers” or “booters”—to orchestrate denial-of-service floods that overwhelmed site infrastructure, knocking news outlets offline for hours or even days at a time.
Despite the arrest, the individual has not yet been formally charged and was released after questioning, while Hungary’s National Bureau of Investigation continues to gather evidence from electronic devices seized in a July raid on his residence.
Targeted Outlets & Timeline of Attacks
The following outlets were directly targeted by sustained or repeat DDoS attacks:
- Media1.hu (specializing in media freedom reporting)
- vipcast.hu
- HVG.hu, Telex, 444.hu, 24.hu, and Ellenszél.hu
Notably, all of the affected outlets are known for their critical stance toward Prime Minister Viktor Orbán and his ruling Fidesz party. In contrast, state-aligned and pro-government media remained untouched during the campaign.
One of the more significant international targets was the Vienna-based International Press Institute (IPI), which had its website knocked offline for three days in September 2023—just days after it published a comprehensive report on DDoS attacks against over 40 Hungarian media entities.
Political Motive or Lone Actor?
The IPI welcomed the arrest, but expressed concern over unanswered questions regarding the attacker’s motivation, funding, and potential external coordination.
“We urge authorities to identify the motive behind these attacks … and determine whether any external coordination or funding was involved,” said IPI Executive Director Scott Griffen.
These concerns were echoed by Qurium Media Foundation, a Swedish nonprofit that conducted a forensic investigation into the IPI incident. Qurium concluded the attacks were “likely retaliatory”—executed in response to IPI’s reporting on media suppression and digital harassment of independent voices in Hungary.
If proven to be politically motivated, this case could mark yet another documented instance of cyber force being used to silence dissent in Europe.
Modus Operandi: DDoS-for-Hire and Digital Retaliation
“Hano” allegedly utilized open-source DDoS tools and commercially available “stresser services” to launch attacks. These services are:
- Cheap to access ($10–$100 per month)
- Difficult to trace (via layered VPNs, proxies, and cryptopayments)
- Capable of inflicting real downtime, even on hardened infrastructure
Such tools allow even low-resourced actors to paralyze digital media, meaning it doesn’t take a state agency to deliver state-aligned results. But whether this attacker operated alone or was encouraged by external interests remains the central question.
Global Pattern: Media Outlets as Cyber Targets
The Hungarian case fits a rising international trend in which independent newsrooms are targeted with cyberattacks in direct response to their journalism:
- June 2025: Russian independent outlets IStories and Verstka suffered massive DDoS attacks immediately after publishing an exposé on child trafficking involving Russian elites.
- October 2024: Novaya Gazeta Europe, another Russian outlet, faced a crippling DDoS barrage while covering war profiteering and surveillance scandals.
- Ukraine (Ongoing): Cyber units linked to Russian intelligence continue launching DDoS and phishing campaigns against local and international journalists aligned with Ukrainian perspectives.
These attacks are no longer isolated. They are tactical moves in a broader psychological and information war, designed to silence journalists through exhaustion, fear, and operational chaos.
Legal Questions Remain
Though Hungary made the arrest, skepticism remains about whether authorities are seriously pursuing the root cause—or merely containing fallout. The Orbán administration has a well-documented history of media control, and Hungary has ranked poorly on press freedom indexes for the past decade.
No formal charges have been filed. No political affiliations confirmed. No funding trails revealed.
Until those answers surface, this case leaves the door open to questions about whether Hungary is cracking down on cybercrime—or simply protecting its image after international pressure.
