Member of Violent Extremist Network ‘764’ Charged with Animal Cruelty, Child Exploitation, and Cyberstalking in Federal Indictment

A nineteen-year-old California man linked to a nihilistic extremist network known as 764 has been indicted on federal charges for animal crushing, sexual exploitation of a minor, and interstate threats — a case authorities describe as one of the most disturbing intersections of online extremism and real-world violence in recent memory.

According to the U.S. Department of Justice, Tony Christopher Long, who operated online under aliases including Inactive, Inactivee0, and inactivecvx, was part of a violent subculture that glorifies chaos, cruelty, and domination through digital abuse. The indictment, returned by a federal grand jury in the Eastern District of California, details a pattern of crimes spanning from late 2024 into early 2025 that crossed both state and moral boundaries.

Prosecutors allege that Long was an active participant in 764, a self-described “Nihilistic Violent Extremist” collective whose members promote the collapse of social order through acts of cruelty, exploitation, and psychological terror. The group’s online presence stretches across encrypted messaging apps and dark web forums, where members share child sexual abuse material, animal torture content, and coercive “challenges” designed to radicalize and control their victims.

Authorities say Long sexually exploited a juvenile in Washington State and used social media to threaten and stalk another minor in Kern County, California. Two additional charges accuse him of deliberately engaging in acts of animal crushing, a form of recorded animal abuse often traded within violent extremist and fetish networks for shock value and recruitment purposes.

“This defendant allegedly engaged in acts of extreme cruelty by exploiting a child, abusing animals, and threatening violence,” said Attorney General Pamela Bondi. “These networks seek to terrorize and destabilize our communities by preying on the most vulnerable, and the Justice Department will stop at nothing to dismantle them.”

FBI Director Kash Patel echoed that message, describing the investigation as part of a larger effort to neutralize online extremism that bleeds into physical-world harm. “Using private networks to prey on children and glorify violence is not free speech — it’s criminal conduct,” Patel said. “We will continue tracking and dismantling these ecosystems wherever they hide.”

Federal prosecutors and cyber investigators identify 764 as one of several emerging NVE factions — amorphous online collectives that fuse anti-social ideology with organized digital cruelty. Unlike traditional extremist groups built around political or religious goals, NVEs thrive on nihilism, weaponizing psychological and sexual exploitation to erode empathy and destabilize human connection itself.

The Justice Department described 764’s tactics as calculated and ritualistic: members target minors and vulnerable individuals, coercing them into acts of degradation and violence while broadcasting their control as entertainment. Victims are often blackmailed into compliance, forced to harm themselves, family members, or animals under the threat of exposure.

The investigation into 764 has drawn cooperation from multiple federal and state agencies, including the FBI, Porterville Police Department, and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS). It falls under Project Safe Childhood, a nationwide initiative launched in 2006 to combat child exploitation and digital abuse.

If convicted, Long faces up to 30 years in prison for sexual exploitation of a minor, 20 years for cyberstalking, and additional penalties for animal cruelty and threats — along with fines that could total over $250,000.

Officials say the indictment represents a turning point in federal efforts to confront NVE networks before their ideology metastasizes into organized violence. The FBI warns that groups like 764 often blur the line between trolling and terrorism, using shock content to recruit, desensitize, and expand their reach.

The Justice Department’s statement closed with a warning to parents, teachers, and caregivers: monitor online interactions, report coercive behavior, and remain alert to digital spaces where nihilistic movements target youth for manipulation.

As the FBI put it, the threat is no longer theoretical. The violence being engineered online is real — and it’s finding its way into homes, schools, and communities that never imagined they’d become part of someone else’s experiment in cruelty.
