There are crimes that live in the shadows and crimes that broadcast themselves from the dark corners of the internet, but every so often a case surfaces that shows just how far an individual can be pulled into digital extremism when no one is paying attention. This week, that line became unmistakably clear when federal agents arrested 21-year-old Marek Cherkaoui of Egg Harbor Township, New Jersey, charging him with cyberstalking a minor in connection with a violent online collective known as “764,” a Nihilistic Violent Extremist network that has been quietly expanding its digital footprint across forums and social platforms for years.
Cherkaoui made his initial appearance today in the District of New Jersey, where a judge ordered him detained. Court documents reveal a disturbing pattern of behavior stretching far beyond the usual scope of online harassment. Investigators describe a history of escalating threats, violent ideologies, and calculated psychological manipulation aimed at vulnerable targets — including minors — who were drawn into his orbit through routine online interaction that turned predatory almost immediately.
According to the complaint, Cherkaoui repeatedly used the internet to threaten a minor female between December 2024 and May 2025. Federal filings state that he told the victim to cut herself and, in at least two separate incidents, the minor followed through after receiving his threats. What should have been an ordinary digital encounter devolved into a months-long psychological assault that federal agents say was designed to dominate, intimidate, and control.
Investigators say Cherkaoui’s conduct was not isolated. His online history is saturated with threats supporting violence, statements glorifying mass shooters, and posts aligning himself with the ideology of the extremist network 764. This group is known within federal circles for its nihilistic propaganda, its fascination with gore and child exploitation material, and its recruitment of minors into acts of self-harm, blackmail, and violence. Cherkaoui repeatedly expressed support for these ideas, encouraged others to harm themselves and those around them, and solicited sexual material from minors — acts federal prosecutors describe as part of a broader pattern of predation.
When agents executed a search warrant at his home in June 2025, they found evidence that his interests extended beyond online rhetoric. They seized books on explosive manufacturing, tactical gear, body armor, zip ties, ski masks, and a trench coat — items consistent with someone preparing for violent action, not simply fantasizing about it. When they returned today, agents discovered writings detailing murder plots, terroristic acts, and a multi-step plan involving joining ISIS overseas and returning to the United States to carry out attacks. These writings outlined not abstract fantasies, but structured, deliberate planning.
The charge of cyberstalking a minor carries a maximum penalty of ten years in federal prison, along with fines that can reach $250,000 and a term of supervised release if he is ever allowed back into the public. A federal judge will determine sentencing if Cherkaoui is convicted, but prosecutors made it clear that they view him not as a misguided online actor, but as a threat whose actions left visible harm on a minor and whose ideology pointed toward something far more dangerous.
The investigation is being led by the FBI’s Joint Terrorism Task Force, with support from the New Jersey State Police. Prosecutors from the U.S. Attorney’s Office in New Jersey and the National Security Division’s Counterterrorism Section are handling the case.
Federal officials say the case is a mirror of a larger shift — the rise of Nihilistic Violent Extremist networks that operate without political ideology, without stated mission, and without the usual markers of traditional terror groups. These networks prey on isolation, grooming minors and vulnerable individuals through a mix of threats, manipulation, extortion, and violence. They push their targets into self-harm, sexual exploitation, animal cruelty, and acts of violence committed under coercion. Some victims are blackmailed into harming their siblings. Others are forced into sexual acts. Many become trapped in cycles of fear that escalate steadily until law enforcement intervenes, if they’re lucky enough for that intervention to come.
In statements released after the arrest, officials emphasized that families, teachers, and caregivers need to understand how these groups operate. The grooming does not look like traditional recruitment. It looks like manipulation wrapped in anonymity, carried out through private chats, hidden servers, and social platforms that rarely detect the damage until it reaches physical reality. The FBI has repeatedly warned in its public service announcements that these networks do not simply encourage violence — they manufacture it by reducing vulnerable individuals to controllable pieces on a board.
Cherkaoui, like anyone charged with a crime, is presumed innocent unless proven guilty beyond a reasonable doubt. But the allegations outline a chilling example of what happens when extremist ideology, online anonymity, and unchecked predation converge. They reveal a pattern that has been growing beneath the surface of the digital world — one that targets children, thrives in secrecy, and turns self-harm and psychological domination into weapons.
That pattern confronted federal agents again today.

“… a violent online collective known as “764,” a Nihilistic Violent Extremist network that has been quietly expanding its digital footprint across forums and social platforms for years?”
How is this possible? Why has this not been stopped sooner? It is great news that this guy was caught and hopefully he will never be able to terrify anyone ever again. I hope the investigation continues into others that are part of this group until every single one of them is brought to justice. Easier said than done, I know, but if we don’t try the consequences could be devastating.
Thank you for this news article, John.
You’re welcome, Chris — and your reaction is exactly what most people feel when they first learn about groups like 764. The reason networks like this survive so long is because they operate in the shadows: private forums, encrypted channels, burner identities, and constant relocation across platforms. They stay small, mobile, and deliberately chaotic, which makes detection slow and takedowns even slower.
But you’re right — getting this guy off the street is a win. And the more investigators peel back the layers, the more of these individuals get exposed. Groups like 764 thrive on secrecy. Once the mask drops, they lose power fast.
It won’t be easy to take down the entire network, but the worst thing anyone can do is ignore them. Cases like this are how those chains start breaking one link at a time.
Thank you for reading, Chris — always greatly appreciated. 😎
Thank you for explaining how this group has continued to operate for so long, John. I hope this arrest will lead to others even though it won’t be easy to take out the entire network.
Thank you for your reply..it is always greatly appreciated!
