A Houston man’s attempt to outrun federal surveillance ended in shattered bags of methamphetamine scattered across a roadway and a sentence measured not in years, but in lost decades.
Devon Shermaine Rhodes, 45, was sentenced to 135 months in federal prison after investigators documented his role in a bulk crystal methamphetamine trafficking operation that unfolded across Houston streets at triple-digit speeds. The sentence, followed by five years of supervised release, reflects both the volume of narcotics involved and the risk created when the trafficking effort collapsed into a public pursuit.
The investigation began quietly. Federal agents conducting surveillance observed Rhodes at a local fast-food location where a suspected drug transaction took place. Earlier that day, investigators determined he had exchanged more than $10,000 in cash for approximately five kilograms of crystal methamphetamine, a quantity consistent with large-scale distribution rather than personal use. The narcotics were already in his possession when agents moved to initiate a traffic stop.
What followed was not compliance, but flight.
Rhodes accelerated, pushing his vehicle to speeds near 100 miles per hour through Houston roadways. During the pursuit, he attempted to destroy evidence by throwing multiple kilograms of methamphetamine from the driver’s side window. The packages burst upon impact with the pavement, dispersing narcotics across the roadway and compounding the danger to motorists and responding officers alike. When the vehicle was finally stopped, additional quantities of crystal methamphetamine were recovered from inside.
At sentencing, Rhodes sought a substantially reduced prison term, asserting he neither drove recklessly nor discarded drugs during the pursuit. The court rejected that account after reviewing video evidence and examining his criminal history. The judge cited the inherent lethality of high-purity methamphetamine, the scale of the attempted distribution, and the real-world danger posed by a high-speed effort to evade law enforcement through populated areas.
The sentence reflects more than punishment for possession. It represents judicial acknowledgment of the cascading harm associated with methamphetamine trafficking—addiction, violence, long-term health damage, and the destabilization of entire communities. In bulk quantities, crystal meth functions as infrastructure for broader criminal activity, funding networks that extend beyond street-level sales.
The investigation was led by the Drug Enforcement Administration with support from multiple federal, state, and local partners, including the Bureau of Alcohol, Tobacco, Firearms and Explosives, Homeland Security Investigations, the FBI, the Harris County Sheriff’s Office, and the Houston Police Department. The case was prosecuted by the U.S. Attorney’s Office for the Southern District of Texas as part of a coordinated enforcement effort targeting transnational criminal activity.
The operation fell under a multi-agency task force framework designed to dismantle cartel-linked trafficking pipelines, foreign gang activity, and organized smuggling networks operating within U.S. borders. These efforts prioritize large-scale narcotics movement, violent repeat offenders, and cases where public safety is directly endangered by criminal conduct.
Rhodes remains in custody and will be transferred to a federal Bureau of Prisons facility to serve his sentence.
What ended on a Houston roadway began as a calculated transaction and concluded as a public safety emergency. The sentence imposed reflects the reality that when trafficking crosses into reckless endangerment, the consequences escalate with it.

When I see a video of police chasing a guy like this, I can’t think of how selfish an act it is. So many lives are put in danger and the bad man/woman doesn’t seem to care. This is a good sentence for this crime and I bet this guy has a very long record. Hopefully, his time in prison will be well spent trying to figure out how he ended up in bondage, literally and spiritually.
