A former Missouri State Highway Patrol trooper has pleaded guilty to multiple federal civil rights violations after admitting he unlawfully searched women’s cell phones during traffic stops and other encounters while on duty, using his position of authority to access private images without consent, a warrant, or probable cause.
David McKnight, 40, entered guilty pleas in U.S. District Court in Cape Girardeau to nine counts of deprivation of rights under color of law, stemming from repeated unlawful searches conducted between September 12, 2023, and July 30, 2024. The charges relate to violations of the Fourth Amendment protection against unreasonable searches and seizures.
PATTERN OF ABUSE UNDER COLOR OF LAW
According to court admissions, McKnight exploited routine law enforcement encounters to gain access to personal cell phones belonging to women he encountered while working as a uniformed trooper operating a marked Missouri State Highway Patrol vehicle.
McKnight admitted to unlawfully searching the phones of nine women, seizing images from seven victims and searching the devices of two additional women without authorization. In several instances, he removed the phones from the victims’ possession and took them to his patrol vehicle under false pretenses, claiming he needed to verify identification or insurance information.
Other encounters involved women he interacted with following arrests, traffic accidents, vehicle breakdowns, or citizen reports of unsafe driving. In each scenario, McKnight used his official authority to justify possession of the phone before conducting unauthorized searches.
UNAUTHORIZED SEARCHES AND IMAGE MISUSE
Once in possession of the devices, McKnight searched through folders specifically containing private and intimate photographs, including nude images of the victims or their loved ones. He acknowledged that the searches were conducted without warrants, legal justification, or legitimate law enforcement purpose.
In some cases, McKnight used his personal cell phone to photograph images found on the victims’ devices, further compounding the violation of privacy and misuse of authority.
INVESTIGATION AND ACCOUNTABILITY
The misconduct came to light after two victims grew suspicious of McKnight’s actions during traffic stops and reported the behavior to the Missouri State Highway Patrol. A forensic review of McKnight’s activity confirmed deliberate searches into folders containing explicit images.
Subsequent investigation uncovered evidence linking McKnight to similar conduct involving additional victims, establishing a repeated pattern rather than an isolated incident.
The case was jointly investigated by the Missouri State Highway Patrol and the Federal Bureau of Investigation, reflecting the seriousness of civil rights violations committed by sworn law enforcement personnel.
LEGAL EXPOSURE AND SENTENCING
McKnight now awaits sentencing, scheduled for March 24, 2026. Each count of deprivation of rights under color of law carries potential federal prison time, with sentencing to be determined by the court based on the scope of the misconduct, number of victims, and abuse of official authority.
Federal prosecutors emphasized that the charges address not only the individual harm inflicted on victims, but the broader erosion of public trust when law enforcement authority is weaponized for personal exploitation.

This is the first example of this type of thing that I’ve ever heard of. This guy has a real problem that I hope he gets under control during his time in jail. This kind of behavior denotes a certain type of bondage that needs to be confronted. I hope he finds someone who can help him. He needs the Lord.
The sentence on this one will be interesting. Sadly, this guy (hopefully) will not be allowed to wear a badge ever again.

You’re very welcome, Chris — and you’re right that this case is deeply disturbing, both legally and personally. Abuse of authority like this represents a serious breach of trust, especially when it involves exploiting people during moments when they’re already vulnerable.
The consequences here extend well beyond the prison sentence. Losing the ability to ever wear a badge again is an appropriate and necessary outcome in cases like this. Public trust in law enforcement depends on clear accountability when that trust is violated.
Whether or not rehabilitation is possible will be addressed during sentencing and incarceration, but the priority has to remain justice for the victims and ensuring this behavior cannot be repeated.
