A Missouri man has been sentenced to more than three decades in federal prison after admitting to recording a sexual assault involving a minor while simultaneously operating a drug distribution operation, a case that federal prosecutors describe as a convergence of narcotics trafficking and child exploitation offenses.
Rayshaun Reed, 37, was sentenced in U.S. District Court in Cape Girardeau to a total of 33 years in prison after pleading guilty to three federal felonies: possession with intent to distribute methamphetamine, sexual exploitation of a minor, and possession of child sexual abuse material. The sentence also includes an additional penalty for violating the terms of his prior supervised release.
OFFENSES INVOLVING A MINOR AND CONTROLLED SUBSTANCES
According to court records, Reed admitted to recording a criminal sexual act involving a teenage victim and storing the footage on his personal device. Investigators determined that Reed also possessed additional images and videos depicting child sexual abuse material that had been downloaded from the internet, separate from the recorded offense involving the identified victim.
The investigation began after the victim’s parents contacted local law enforcement with concerns about Reed’s behavior and their child’s safety. That report led officers to obtain a court-authorized search warrant for Reed’s motel room.
During the search, law enforcement recovered:
- Approximately 25 grams of methamphetamine packaged in multiple bags
- More than 20 grams of marijuana
- A quantity of synthetic marijuana commonly referred to as “K2”
- Clothing belonging to the minor victim
- A mobile phone containing at least sixteen videos depicting child sexual abuse material
Federal authorities emphasized that the presence of both narcotics distribution materials and exploitative imagery reflected overlapping criminal conduct rather than isolated offenses.
PRIOR CONVICTION AND SUPERVISED RELEASE VIOLATION
At the time of the offenses, Reed was already under federal supervision following a prior conviction for methamphetamine distribution. That status significantly increased his sentencing exposure, as the new crimes constituted a direct violation of court-ordered release conditions.
The court imposed an additional 36-month sentence for the supervised release violation, to be served consecutively, alongside a 30-year sentence for the new offenses. Combined, the penalties resulted in a total term of 33 years in federal custody.
SENTENCING AND POST-RELEASE RESTRICTIONS
In addition to incarceration, the court ordered Reed to serve 20 years of supervised release following his eventual release from prison. Conditions include mandatory sex offender treatment while in custody and continued monitoring after release, reflecting the long-term public safety considerations associated with sexual exploitation offenses involving minors.
Federal judges often impose extended supervision periods in such cases due to the documented risk of recidivism and the lasting harm inflicted on victims.
