ARIZONA MAN SENTENCED TO 14 YEARS FOR LEADING MULTI-STATE FENTANYL DISTRIBUTION NETWORK TIED TO CARTEL SUPPLY CHAINS

An Arizona man has been sentenced to 14 years in federal prison for orchestrating a large-scale fentanyl trafficking conspiracy that funneled thousands of deadly pills into communities across Northeastern Pennsylvania and beyond, according to federal prosecutors.

Shane Burns, 26, of Scottsdale, Arizona, was sentenced to 168 months’ imprisonment by U.S. District Judge Malachy E. Mannion in the Middle District of Pennsylvania. The court also imposed five years of supervised release following incarceration. Burns pleaded guilty to conspiracy to distribute and possess with intent to distribute fentanyl.

Federal authorities identified Burns as the leader and organizer of a multi-state trafficking operation responsible for distributing more than 400 grams of fentanyl — a quantity associated with thousands of potentially lethal doses. Court filings indicate that Burns established direct supply connections with Mexican cartel-linked sources, arranging for fentanyl pills to be transported into Pennsylvania and redistributed through regional networks.

According to prosecutors, the conspiracy targeted cities including Wilkes-Barre and Scranton, with distribution extending into other states. Burns coordinated logistics, oversaw pill movement, and directed participants involved in street-level and mid-level distribution, elevating his role beyond that of a courier or reseller.

Burns was one of fifteen defendants indicted in February 2023 as part of a broader federal crackdown on fentanyl trafficking routes supplying Northeastern Pennsylvania. Authorities emphasized that the operation exemplifies how cartel-sourced synthetic opioids are moved far from border regions and embedded directly into local drug markets through organized distribution networks.

The investigation was conducted jointly by the FBI’s Scranton Field Office, the Wilkes-Barre Police Department, and the United States Postal Inspection Service, reflecting the multi-jurisdictional nature of the conspiracy and the use of interstate shipping channels to move narcotics.

The case was prosecuted by Assistant United States Attorney Gerard T. Donahue.

Federal officials noted that fentanyl trafficking cases of this scale are prioritized due to the drug’s extreme lethality and its central role in overdose deaths nationwide. Sentencing enhancements reflected Burns’ leadership role, cartel connections, and the volume of narcotics involved.
