CONNECTICUT MAN SENTENCED TO OVER THREE YEARS FOR DECADE-LONG UNCLAIMED PROPERTY FRAUD TARGETING STATE TREASURIES NATIONWIDE

A Connecticut resident has been sentenced to federal prison for orchestrating a long-running fraud scheme that siphoned more than $1.2 million from state unclaimed property programs across the United States, exploiting trust-based systems intended to reunite individuals and businesses with dormant funds.

Henry J. White, Jr., 75, of Connecticut, was sentenced to 37 months in federal prison by U.S. District Judge Karoline Mehalchick in the Middle District of Pennsylvania. The court also ordered White to pay $1,208,271 in restitution to approximately 30 state treasuries affected by the scheme.

According to federal prosecutors, White carried out the fraud over nearly a decade, from approximately 2013 through 2022. During that period, he submitted false and fraudulent claims to state unclaimed property offices using the names of corporate entities with which he had no legitimate affiliation and no legal authority to represent.

Investigators determined that White falsely certified, under penalty of perjury, that he was entitled to claim abandoned or dormant funds held by state treasuries. Relying on those certifications, state agencies issued payment checks that were typically mailed to a shared residence in Old Greenwich, Connecticut, where White lived with his sister and co-defendant, Patricia A. White.

Once received, the fraudulently obtained checks were deposited or cashed and the proceeds used for personal expenses, including mortgage payments on the shared residence. Prosecutors emphasized that the scheme exploited administrative systems designed to operate on claimant honesty, rather than adversarial verification.

Patricia A. White, who was charged alongside her brother, has not yet been sentenced. Her sentencing hearing will be scheduled at a later date.

Federal authorities described the scope of the fraud as unusually broad, affecting dozens of state treasuries nationwide and highlighting systemic vulnerabilities in unclaimed property programs that process millions of claims annually.

The investigation was conducted by the Federal Bureau of Investigation. The case was prosecuted by Assistant United States Attorney Ravi Romel Sharma.
