Georgian authorities have arrested the former head of the country’s state security service on allegations that he accepted bribes in exchange for protecting large-scale scam call centers that defrauded victims across multiple continents, marking one of the most serious corruption cases to strike the country’s intelligence apparatus in recent years.
Prosecutors confirmed that Grigol Liluashvili, who served as director of Georgia’s State Security Service from 2020 until April of this year, was detained earlier this week on multiple bribery-related charges. The arrest followed a formal appearance at the Prosecutor’s Office, where Liluashvili told reporters he was unaware of the specific allegations against him. When asked whether he expected to be detained, he responded that events would unfold according to “God’s will.”
Alleged Protection of Scam Infrastructure
According to prosecutors, Liluashvili accepted illicit payments in connection with several criminal matters, including bribes allegedly paid to shield fraudulent call centers operating inside Georgia. Despite public government campaigns targeting scam operations, investigators say dozens of call centers continued to operate with relative impunity, raising questions about internal protection and enforcement failures.
Witness testimony cited by prosecutors alleges that many of the call centers were linked to a group that financed opposition-aligned media outlets, while others allegedly operated under direct protection facilitated through Sandro Liluashvili, a relative of the former security chief. Investigators estimate that approximately $1.4 million in bribe payments were routed through this intermediary arrangement.
Prosecutors further allege that efforts were made to conceal the existence of the call centers, with claims that certain media outlets refrained from reporting on the operations despite possessing relevant information.
A Scandal at the Center of the Capital
The case escalated earlier this year after investigators uncovered a major scam call center operating in Tbilisi, located just meters from the headquarters of the state security service itself. According to findings, the facility employed roughly 85 people and generated an estimated $35.3 million from more than 6,100 victims worldwide since May 2022.
Following the exposure of the operation, authorities moved to freeze assets connected to the call center. In October, law enforcement also conducted raids at the homes of several high-profile figures, including a former prime minister, a former chief prosecutor, and Liluashvili himself. His cousin Sandro was later arrested on charges related to fraud and money laundering.
Broader Implications and Legal Exposure
Prosecutors have not publicly identified which specific call centers Liluashvili is accused of protecting, citing the ongoing nature of the investigation. If convicted on the current charges, the former security chief faces a potential prison sentence of up to 15 years.
The case has sent shockwaves through Georgia’s political and security establishment, exposing vulnerabilities within institutions responsible for combating transnational fraud. Scam call centers operating in Eastern Europe and the Caucasus region have increasingly been linked to global financial losses, with victims often targeted through impersonation schemes, investment fraud, and technical support scams.
A Test of Institutional Accountability
At its core, the case raises broader concerns about the ability of state security structures to police organized financial crime when senior officials are accused of facilitating or shielding criminal networks. Prosecutors say the investigation remains active, with additional arrests and asset seizures possible as authorities trace financial flows and protection networks tied to the alleged scheme.
For now, the arrest of a former intelligence chief represents a rare public reckoning with corruption allegations at the highest levels of national security — and a stark reminder that scam operations often persist not only because of technical sophistication, but because of human protection behind the scenes.

What’s better than one Liluashvili scammer in prison? How about two Liluashvili scammers in prison. I hope they continue to track what’s left of this operation until it is completely demolished. A high level arrest like this one will hopefully lead to better oversight and better hires. At the same time, maybe this guy worked for years to get into his position only to wreck his life and the financial status of others due to greed or who knows what.
