FBI Investigation Leads to Guilty Plea in Child Exploitation Case Involving Cross-Platform Grooming

A Mexican national residing in the Western District of New York has pleaded guilty to federal charges stemming from the production of child sexual abuse material, concluding an FBI-led investigation that uncovered sustained online exploitation, deceptive identity use, and evidence of additional victim targeting.

According to the U.S. Attorney’s Office for the Western District of New York, Victor Francisco Lucas, 32, a citizen of Veracruz, Mexico, entered a guilty plea before U.S. District Judge Lawrence J. Vilardo to one count of production of child pornography. The offense carries a mandatory minimum sentence of 15 years in federal prison, with a statutory maximum of 30 years.

Federal prosecutors outlined a two-week exploitation window beginning January 3, 2025, during which Lucas initiated and maintained contact with a 12-year-old victim located outside New York State. Investigators determined that Lucas deliberately misrepresented his age, posing as a 13-year-old boy to gain the child’s trust and lower suspicion. Communication occurred across multiple platforms, including TikTok, text messaging, voice calls, and live video interactions.

Court filings indicate that Lucas used these channels to direct and coerce the minor into producing sexually explicit images, which were then transmitted to him electronically. In addition to image requests, Lucas engaged in live-streamed sexually explicit video calls, further escalating the abuse beyond static material and into real-time exploitation.

A subsequent forensic examination of Lucas’s cellular device uncovered child sexual abuse material consistent with the charged conduct. Investigators also identified multiple additional conversations with other minors, involving sexually explicit messaging and the exchange of illicit material. While the plea centers on a single victim, the recovered evidence indicates a broader pattern of predatory behavior rather than an isolated incident.

The investigation was conducted by the Federal Bureau of Investigation, under the direction of Special Agent in Charge Philip Tejera, in coordination with the Niagara County Sheriff’s Office, led by Sheriff Michael Filicetti. Federal authorities emphasized the role of cross-agency cooperation and digital forensics in identifying the scope of the exploitation and securing the guilty plea.

The case highlights recurring vulnerabilities in social media and messaging platforms, where age misrepresentation, private messaging features, and video functionality can be exploited to bypass parental oversight and platform moderation. Federal investigators continue to warn that offenders increasingly rely on multi-platform grooming, shifting between services to sustain contact and evade detection.

Lucas is scheduled for sentencing on May 18, 2026. The court will consider the mandatory minimum sentence alongside aggravating factors, including the age of the victim, the production of material, and evidence suggesting additional targeted minors.

Federal authorities reiterated that online child exploitation investigations remain a top priority, particularly where offenders leverage widely used consumer platforms to access and manipulate minors. Officials encouraged guardians and caregivers to maintain open communication with children regarding online activity and to report suspicious behavior promptly.
