A Houston resident has been sentenced to federal prison for orchestrating a prolonged immigration fraud scheme that exploited vulnerable individuals with false promises of rapid legal status and U.S. citizenship, resulting in losses exceeding $1.45 million.
According to the U.S. Attorney’s Office for the Southern District of Texas, Jesus Carlos Silva, 58, was sentenced to 60 months in federal prison, followed by three years of supervised release, after pleading guilty to conspiracy to commit mail and wire fraud. The sentence was imposed by U.S. District Judge George C. Hanks.
Silva entered his guilty plea on July 9, 2025, admitting that he defrauded individuals by falsely claiming he could secure U.S. citizenship or lawful immigration status—often within a year—despite having no authority, credentials, or legal ability to do so.
Scheme Structure and Deception
Court proceedings detailed that from March 2022 through December 2024, Silva falsely presented himself as an immigration attorney affiliated with a Houston-based law firm. He targeted victims primarily through church communities, recruiting individuals who were seeking lawful status or relief for themselves or family members.
Silva charged victims between $10,000 and $15,000 per person, collecting payments through checks and money orders. In return, he provided no legitimate immigration services. Instead, he relied on repeated delays, fabricated explanations, and eventual silence to conceal the absence of any actual filings or legal work.
As part of the deception, Silva instructed several victims to travel to Houston for what he claimed were scheduled appointments with U.S. Citizenship and Immigration Services. Upon arrival, victims discovered no such appointments existed, further confirming the fraudulent nature of the operation.
Scope of Harm
Silva admitted that his scheme affected more than 100 victims across Texas, Illinois, Louisiana, and Florida, with total losses exceeding $1,450,555. Federal prosecutors emphasized that many victims suffered not only financial harm but also emotional distress and prolonged uncertainty regarding their immigration status.
The court heard that Silva’s conduct deliberately exploited trust within faith-based communities and leveraged fear and urgency surrounding immigration processes to pressure victims into paying large sums.
Investigation and Prosecution
The investigation was conducted by the Federal Bureau of Investigation, with assistance from the U.S. Marshals Service and the Houston Police Department.
The case was announced by U.S. Attorney Nicholas J. Ganjei and prosecuted by Assistant U.S. Attorneys Brad Gray and Rodolfo Ramirez.
Silva has been permitted to remain on bond and is expected to voluntarily surrender to a Federal Bureau of Prisons facility to be designated.

It’s not much of a stretch to think that this guy knew a good deal of “religious language” to fraud those within faith-based communities. He deserves this sentence and I hope he doesn’t get any less for whatever reason. I think whatever he owns should be sold to help pay for what he’s done to these people.
