A week-long immersion program aimed at shaping the next generation of federal, state, and local law enforcement leaders
Federal law enforcement institutions rarely open their internal culture, training philosophy, and operational realities to the public—particularly to minors. When they do, it is not accidental. It reflects a calculated investment in continuity, recruitment, and trust-building at a time when the profession faces both scrutiny and generational transition.
That context matters as FBI New Orleans, the Tulane University Police Department, and the Louisiana Chapter of the FBI National Academy formally announce the 2026 Future Law Enforcement Youth Academy (FLEYA)—the fourth iteration of a program designed to expose select Louisiana high school students to the realities of modern law enforcement from the inside out.
Scheduled to run May 31 through June 5, 2026, the academy is structured as a free, week-long overnight program hosted on Tulane University’s Uptown campus, combining academic immersion with operational exposure. Participants will live on campus while engaging directly with federal, state, and local law enforcement professionals, providing an environment that mirrors the discipline, expectations, and collaborative nature of the profession itself.
A PROGRAM DESIGNED FOR EARLY IDENTIFICATION, NOT JUST INTRODUCTION
Unlike career days or surface-level outreach initiatives, FLEYA is designed to identify, evaluate, and develop students who already demonstrate academic discipline, personal responsibility, and interest in public service. The program targets students ages 15 to 17, currently enrolled in Louisiana high schools, and applies eligibility standards that mirror early-stage professional screening rather than casual participation.
Students must be U.S. citizens, Louisiana residents, maintain a minimum GPA of 2.7, and commit to full attendance throughout the program. No absences are permitted. This requirement is intentional. Law enforcement operations do not function on partial commitment, and the academy reflects that reality from the outset.
The program is competitive and limited. Only 32 students statewide—balanced evenly between male and female participants—will be selected. That restriction underscores the academy’s purpose: depth over scale. Each participant receives direct exposure to subject-matter experts, agency instructors, and operational concepts that are rarely accessible outside formal training pipelines.
OPERATIONAL EXPOSURE ACROSS JURISDICTIONS
FLEYA’s curriculum is built around multi-level law enforcement collaboration, reflecting how modern investigations actually function. Students are introduced to federal investigative frameworks, state-level enforcement coordination, and local policing realities—highlighting how jurisdictional boundaries are navigated rather than siloed.
Training modules historically associated with the academy include investigative fundamentals, ethical decision-making, leadership development, situational awareness, and exposure to specialized units and career tracks. The emphasis is not on glamorizing enforcement, but on illustrating responsibility, accountability, and the operational weight of authority.
Hosting the academy at Tulane University is not incidental. The academic setting reinforces the expectation that higher education and law enforcement professionalism are not separate paths, but complementary ones. Participants are encouraged to view law enforcement as a career requiring intellectual rigor, emotional discipline, and long-term commitment—not merely physical readiness.
APPLICATION PROCESS AND DEADLINES
The application window is currently open and will close at midnight on January 31, 2026. Late submissions will not be accepted under any circumstances.
Applicants must submit:
- A completed application
- A written essay
- All materials submitted in PDF format
Submissions must be emailed directly to:
LouisianaFLEYA@fbi.gov
Applications requiring passwords, shared document platforms, or noncompliant formats will be rejected. Instructions must be followed precisely—another deliberate aspect of the screening process.
Applicants advancing beyond the initial review will be notified via email only regarding final selection stages.
Additional program details and official application materials are available through the Community Outreach section of the FBI New Orleans website.
WHY PROGRAMS LIKE THIS MATTER NOW
Law enforcement is entering a period of generational turnover. Agencies across the country face recruitment challenges, shifting public expectations, and increasingly complex operational environments shaped by technology, legal scrutiny, and societal polarization. Programs like FLEYA are not symbolic outreach—they are structural investments.
By engaging students early, agencies are not only recruiting future personnel, but shaping ethical frameworks before professional habits form. The academy emphasizes partnership, responsibility, and realism—countering both romanticized and adversarial narratives about the profession.
This is not a promise of a career. It is an invitation to understand one.
TRJ VERDICT
The Future Law Enforcement Youth Academy represents a strategic, disciplined approach to workforce development rather than a publicity initiative. Its selective structure, academic setting, and operational emphasis signal an understanding that the future of law enforcement depends as much on judgment and education as on enforcement authority.
Programs like FLEYA do not solve every institutional challenge. They do something more foundational: they identify individuals willing to shoulder responsibility early, expose them to reality rather than rhetoric, and test commitment before pathways are promised.
That approach is not about optics.
It is about continuity.

Nice information.
Thank you very much. 😎
You are welcome.
This sounds like an excellent opportunity. The requirements make this sound like those who are running this program are serious about participants being fully onboard. I know there are always young people in that age range thinking about law enforcement as a possible career path. This is something that could help them decide if that’s what they want to do for a career or not.
I hope there are programs like this across the country for those who live in other states. I know how all it takes sometimes is an experience like this to inspire someone to eventually make a career decision.
Thank you for this report!
You’re very welcome, Chris — I appreciate you taking the time to read it and reflect on it so thoughtfully.
You’re exactly right: the structure and requirements make it clear this isn’t a casual program. It’s designed for students who are genuinely interested and willing to commit fully, which matters when exposing young people to the realities of law enforcement rather than a romanticized version of it.
Experiences like this can be pivotal. Seeing the discipline, responsibility, and ethical expectations firsthand often helps clarify whether this path is a calling or simply an idea. For those it resonates with, it can be the spark that shapes an entire career.
And you’re right to hope for similar programs elsewhere. When initiatives like this are done seriously, they serve both the participants and the profession by setting expectations early and encouraging informed choices.
Thank you again — I hope your Monday treated you well, and I hope you have a great night. 😎
You’re welcome, John, and thank you for this reply. Experiences like this can, indeed, be pivotal. Seeing the dedication it takes (and the dedication of those working this program) might just make it easier for a young person to decide on a career path.
Thank you again for sharing this information about such a positive program.
My Monday went well, thanks. Thank you for your kind words and I hope you have a great day!
