CHARLESTON, W.Va. — Federal sentencing this week brought prison time for two individuals tied to a larger drug trafficking organization operating across Kanawha County, marking another visible outcome of a year-long investigation into fentanyl and methamphetamine distribution in the Charleston region.
On January 22, 2026, Ashley Dawn Smith, 32, of St. Albans, received a sentence of five years and ten months in federal prison, followed by three years of supervised release, after admitting her role in a conspiracy to distribute methamphetamine and fentanyl. Adrian Lamont Carter, 45, of Charleston, was sentenced the same day to three years and six months in prison, also followed by three years of supervised release, for his role in a fentanyl distribution conspiracy.
Court records establish that both defendants were part of a coordinated distribution network responsible for moving significant quantities of fentanyl and methamphetamine into the Charleston area between June 2024 and May 2025. The operation relied on out-of-state supply chains, local redistribution, and repeat customer networks, reflecting a structure consistent with regional drug trafficking organizations rather than isolated street-level activity.
Investigators determined that Smith functioned as a mid-level distributor, acquiring fentanyl from two out-of-town sources and supplying both end users and at least one co-conspirator who further redistributed the drug. A search warrant executed at her St. Albans residence in February 2025 resulted in the seizure of fentanyl and additional materials associated with drug distribution, reinforcing the scope of her involvement.
Carter, according to court filings, operated a similar distribution channel. He obtained fentanyl from an out-of-state source and sold it to multiple customers throughout Charleston. When law enforcement executed a search warrant at his residence in April 2025, officers recovered fentanyl along with items commonly linked to drug trafficking activity.
Smith and Carter are two of sixteen individuals charged as part of the broader federal investigation. Five defendants named in the main indictment have entered guilty pleas, including Smith and Carter. Four additional individuals pleaded guilty in related cases stemming from the same investigative effort. Charges against the remaining defendants remain pending. Under federal law, an indictment represents an allegation, and all defendants are presumed innocent unless proven guilty beyond a reasonable doubt in court.
Federal authorities credited the investigation to coordinated work by the Federal Bureau of Investigation and the Metropolitan Drug Enforcement Network Team, a multi-agency task force composed of local and county law enforcement departments across the Charleston and Kanawha County area. The sentencing was imposed by United States District Judge Joseph R. Goodwin, with the prosecution handled by the U.S. Attorney’s Office for the Southern District of West Virginia.
The case falls under a broader Department of Justice enforcement initiative aimed at disrupting organized drug trafficking networks, particularly those tied to fentanyl distribution and cross-jurisdiction supply routes. Federal officials continue to emphasize that dismantling these networks requires long-term investigations, interagency coordination, and sustained prosecution efforts beyond individual arrests or isolated seizures.
As proceedings continue against remaining defendants, the investigation underscores the persistent presence of organized fentanyl distribution in the region and the ongoing federal response aimed at curbing its impact on local communities.
