MONTANA MEN FACE FEDERAL DRUG AND FIREARMS CHARGES FOLLOWING FENTANYL TRAFFICKING INVESTIGATIONS

MISSOULA, Mont. — Federal authorities have arrested two men on separate but serious drug trafficking and firearms charges following investigations into the distribution of fentanyl and other controlled substances in western Montana.

Joshua Stephen Roybal, 35, of Kalispell, Montana, and Patrick William Allen, 54, of Spokane, Washington, were taken into custody over the weekend pursuant to unrelated federal criminal complaints. Roybal was arrested on January 24, 2026, and Allen was arrested the following day on January 25, 2026, both in Missoula. Authorities reported that the arrests were conducted without incident.

According to affidavits filed in support of the complaints, investigators developed information indicating that both men were involved in the distribution of significant quantities of fentanyl within the Missoula area. In Allen’s case, investigators allege that his trafficking activity extended beyond fentanyl and included other controlled substances, including crack cocaine.

Roybal is charged with possession with intent to distribute controlled substances and possession of a firearm in furtherance of a drug trafficking crime, charges that carry substantial federal penalties if proven. Allen faces the same drug and firearm charges and is additionally charged with being a prohibited person in possession of a firearm, reflecting prior legal restrictions that bar him from possessing weapons under federal law.

Federal prosecutors emphasized that the firearm-related charges reflect concerns about the intersection of narcotics trafficking and violent crime, particularly where weapons are used to protect distribution operations or proceeds. Investigators allege that the presence of firearms in connection with fentanyl distribution significantly increases the risk to the public and to law enforcement.

Both Roybal and Allen made their initial appearances in U.S. District Court in Missoula, where the court addressed conditions of detention and future proceedings. Further hearings are expected as the cases move forward.

The investigations were conducted by the FBI Montana Regional Violent Crime Task Force, with assistance from the Missoula County Sheriff’s Office. The task force is a multi-agency collaboration that includes agents and investigators from the FBI, Missoula Police Department, Missoula County Sheriff’s Office, Kalispell Police Department, Lewis and Clark County Sheriff’s Office, and Montana Probation and Parole. Federal officials credited the joint structure of the task force with enabling rapid coordination and enforcement across jurisdictions.

Authorities noted that the charges stem from criminal complaints, which constitute formal allegations. As with all federal cases, both defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in court.

The arrests underscore ongoing federal and local efforts to disrupt fentanyl distribution networks in Montana, where trafficking activity continues to pose serious public safety risks for communities across the region.
