LOS ANGELES, CALIFORNIA — A Southern California political operative has been sentenced to federal prison after admitting to covertly acting as an agent of the People’s Republic of China (PRC) while embedded inside U.S. local political activity, including serving as a campaign advisor to an elected city council member.
Yaoning “Mike” Sun, 65, of Chino Hills, was sentenced to 48 months in federal prison by U.S. District Judge R. Gary Klausner after pleading guilty to acting as an illegal agent of a foreign government, a felony offense tied to undisclosed coordination with PRC officials over multiple years.
Federal prosecutors described Sun’s conduct as a long-term influence and intelligence operation, not an isolated lapse, involving political coordination, propaganda dissemination, surveillance, and reporting directly to Chinese government officials — all without the legally required notification to the U.S. Attorney General.
Covert Influence Inside Local U.S. Governance
According to court records, from at least 2022 through January 2024, Sun knowingly acted under the direction and control of PRC officials while operating inside the United States. His activities included coordinating with U.S.-based individuals to promote PRC interests, shaping political outcomes at the municipal level, and assisting in the election of a local official identified in court filings as “Individual 1.”
Sun served as a campaign advisor to Individual 1 during a Southern California city council race, a position that gave him access to campaign strategy, community networks, and political messaging. Individual 1 won the election in November 2022, raising federal concerns about foreign influence penetrating local democratic processes rather than targeting only federal offices.
Prosecutors emphasized that Sun’s role was not symbolic or passive. He actively described himself to PRC officials as having “orchestrated and organized” the campaign effort and referred to the elected official as a “new political star.”
Surveillance, Propaganda, and Reporting to PRC Officials
Beyond campaign involvement, Sun engaged in surveillance activities on U.S. soil. During the April 2023 visit of Taiwan’s president to Southern California, Sun monitored movements, provided real-time updates to PRC consular officials, and photographed demonstrators on both sides of the issue. Those images and reports were transmitted directly to PRC officials.
Sun also participated in operating a Chinese-language news website aimed at the local Chinese American community. Court documents show that the site was used to disseminate pro-PRC messaging at the direction of Chinese government officials, blurring the line between community media and foreign state influence.
Federal prosecutors noted that Sun sought approval from PRC officials before publishing content related to Taiwan and other politically sensitive topics, confirming editorial control originating outside the United States.
Funding Requests and Ideological Tasking
In February 2023, Sun drafted a detailed report to PRC officials seeking additional funding and taskings. In that report, he highlighted his prior service in the People’s Liberation Army, his work arranging delegations of U.S. figures to China, and his role in countering what he described as “anti-China forces.”
The report addressed opposition movements related to Taiwan, Tibet, Xinjiang, and Falun Gong, and proposed mobilizing U.S.-based organizations to counter those groups. Sun requested $80,000 from the PRC government to fund a pro-PRC demonstration during a Fourth of July parade in Washington, D.C., illustrating the extent to which foreign state messaging was planned for U.S. civic events.
Longstanding Intelligence Ties
Prosecutors also detailed Sun’s close working relationship with John Chen, also known as Chen Jun, a senior PRC intelligence-linked figure previously convicted in a separate federal case. Chen, described in court filings as a high-level member of the PRC intelligence apparatus, was sentenced in November 2024 to 20 months in federal prison.
According to the government, Sun served for decades as Chen’s primary U.S.-based operator, coordinating tasks, reporting activity, and advancing PRC interests domestically.
Federal Response and National Security Context
The case was investigated by the Federal Bureau of Investigation, with prosecution handled by attorneys from the U.S. Department of Justice National Security Division.
Federal officials framed the sentencing as part of a broader effort to expose and deter foreign intelligence operations that target U.S. political systems at the local level, where oversight and visibility are often lower than in federal races.

More often, foreign influence operations take root in municipal politics, community organizations, local media ecosystems, and campaign operations where oversight is limited and foreign direction can operate quietly under the appearance of civic engagement. Sun’s conduct was not limited to messaging or persuasion. It centered on positioning, access, and intelligence reporting — the mechanics of influence collection rather than public advocacy.
Federal law does not criminalize political opinion or participation. It criminalizes undisclosed service to a foreign government.
This sentence reflects an evolving federal posture: national sovereignty is not only compromised through traditional espionage, but through covert foreign direction embedded within democratic systems, election by election, office by office.
