CLARKSBURG, W.Va. — A 41-year-old Morgantown man has been sentenced to 240 months in federal prison following his conviction on multiple child exploitation charges involving the receipt and possession of child sexual abuse material.
Christopher Harp was sentenced in the United States District Court for the Northern District of West Virginia after a jury found him guilty in April 2024 on three counts of receipt of child pornography and one count of possession of child pornography. The sentence was imposed by Chief U.S. District Judge Thomas S. Kleeh.
According to evidence presented at trial, federal investigators identified Harp as an individual actively receiving and distributing child sexual abuse material through online platforms. Forensic analysis of seized electronic devices and removable storage media revealed hundreds of downloaded images and videos, including material involving children under the age of 12.
Investigators determined that the criminal conduct spanned nearly a decade. Digital evidence introduced at trial demonstrated repeated downloads, file storage patterns, and online activity consistent with long-term participation in networks trafficking exploitative material.
Under federal law, receipt of child pornography carries significantly enhanced penalties compared to simple possession due to the role such activity plays in sustaining the production and distribution chain. Each file recovered represents documented abuse of an actual child victim. Federal sentencing statutes and guidelines impose mandatory minimum penalties for receipt offenses and allow for substantial imprisonment terms based on the volume and severity of material involved.
In addition to the 20-year prison term, Harp was sentenced to 10 years of supervised release following incarceration. He was also ordered to pay $30,000 in restitution to identified victims, consistent with federal statutes that require financial compensation for survivors depicted in exploitative material.
The investigation was conducted by the Federal Bureau of Investigation. Assistant U.S. Attorneys Jennifer Conklin and David Perri prosecuted the case on behalf of the United States.
Federal authorities continue to prioritize the identification of individuals who receive, distribute, and store child sexual abuse material, with coordinated digital forensic investigations and victim identification efforts remaining central components of enforcement strategy.
