A federal sentencing in the Southern District of West Virginia has concluded a narcotics distribution case involving methamphetamine and fentanyl trafficking, firearms possession, and cash proceeds tied to controlled substance activity within the Huntington area.
Timothy D. Luckett, age 33, of Detroit, Michigan—also known by the aliases “Fetty” and “Jack Boi”—has been sentenced to 14 years in federal prison, followed by five years of supervised release, after admitting to possession with intent to distribute significant quantities of methamphetamine and fentanyl. The sentence was imposed by United States District Judge Robert C. Chambers following a guilty plea that included both the primary offense and additional admitted conduct linked to prior distribution activity.
The investigation culminated on May 21, 2025, when law enforcement executed a search warrant at a residence located on Rotary Road in Huntington, West Virginia. Upon entry, officers encountered Luckett inside the residence and identified multiple indicators consistent with active drug distribution operations.
On a kitchen counter, officers recovered approximately 454 grams of methamphetamine positioned on a digital scale, alongside approximately 2.5 grams of fentanyl on a separate scale. A backpack within the residence contained an additional approximately 50 grams of fentanyl, elevating the total fentanyl weight to a level associated with high-risk distribution due to potency and lethality thresholds.
The presence of digital scales, separated drug quantities, and storage configuration reflects operational handling consistent with packaging and distribution rather than personal use. The scale-based measurements indicate preparation for resale in controlled quantities, a key evidentiary factor in establishing intent to distribute under federal narcotics statutes.
A firearms cache was also located within the residence. Under a dresser, officers recovered a loaded Ruger .45-caliber pistol, a loaded Sig Sauer Mosquito .22-caliber pistol, and a Feather Industries .22-caliber rifle, along with associated ammunition. The proximity of loaded firearms to narcotics and distribution materials establishes an elevated enforcement profile, as federal sentencing frameworks treat firearms in connection with drug trafficking as an aggravating factor due to the increased risk of violence and operational protection of illegal activity.
Financial evidence further reinforced the distribution model. Officers seized $7,278 from within the residence and an additional $380 from Luckett’s person. As part of his plea, Luckett admitted that the seized currency represented proceeds derived from narcotics sales, linking the physical evidence directly to trafficking activity.
The case also incorporates prior distribution conduct admitted during proceedings. On November 8, 2023, Luckett conducted a controlled sale of approximately 7.6 grams of fentanyl to a confidential informant in Huntington in exchange for $800. This transaction established a documented pattern of distribution activity predating the search warrant execution and contributed to the broader evidentiary profile used in sentencing.
The substances involved carry distinct enforcement weight. Methamphetamine, classified as a Schedule II controlled substance, is associated with high abuse potential and widespread distribution networks. Fentanyl, a synthetic opioid significantly more potent than morphine, is classified as a Schedule II substance as well and is a primary driver of overdose fatalities due to its potency even in small quantities. The combination of both substances within a single operation reflects a dual-market distribution strategy targeting stimulant and opioid demand streams.
The investigation was conducted through coordinated federal and local enforcement, including the Federal Bureau of Investigation, the Drug Enforcement Administration, and the Cabell County Sheriff’s Office. This multi-agency approach is standard in narcotics cases involving cross-state actors and distribution networks that extend beyond a single jurisdiction.
Prosecution of the case was carried out by Assistant United States Attorneys Joseph F. Adams and Courtney L. Finney. The sentencing reflects application of federal drug statutes and advisory sentencing guidelines, incorporating drug quantity, firearm involvement, prior conduct, and admitted operational use of the residence as a distribution point.
The outcome reinforces federal enforcement posture toward narcotics operations involving fentanyl, where even moderate quantities are treated with elevated severity due to lethality risk and public health impact. The integration of firearms, structured distribution tools, and confirmed sales activity established a comprehensive case profile supporting the imposed sentence.
