The original offense dates back to April 1988, when approximately $1.3 million in cash was stolen from the vault of Federal Protection Service, an armored car company operating in Riviera Beach, Florida. At the time of the theft, Quinn was employed as a manager within the organization, granting him access to internal systems and vault operations. Investigators alleged that the theft was executed using insider knowledge of procedures, timing, and security controls, enabling the removal of a substantial cash reserve without immediate detection.
