A federal prosecution in the District of Massachusetts has secured guilty pleas from Elijah Melton, 28, of Brockton, in two separate criminal cases tied to the distribution of large quantities of fentanyl and cocaine. The cases outline a structured trafficking operation involving kilogram-level narcotics transactions, encrypted communications, and interstate supply coordination.

Melton entered guilty pleas on March 20, 2026, to multiple federal charges, including conspiracy to distribute and possess with intent to distribute controlled substances and distribution of 400 grams or more of fentanyl. The second case expands the scope of the operation, involving both fentanyl and cocaine at significantly larger volumes. Sentencing is scheduled for July 15, 2026, before U.S. District Judge Leo T. Sorokin.

The first case centers on a December 2022 controlled operation in which Melton arranged the delivery of approximately four kilograms of fentanyl to an individual cooperating with law enforcement. Recorded communications captured Melton confirming the transaction, stating his ability to supply the requested quantity. That same day, an associate transported the narcotics to a residential location in Attleboro, Massachusetts. Law enforcement intercepted the vehicle, recovering approximately 3.5 kilograms of fentanyl from the trunk.

The associate involved in the delivery, Samuel Fonseca, 32, of Brockton, previously entered a guilty plea in connection with the same case. His sentencing is scheduled for June 16, 2026.

A second, broader trafficking scheme was uncovered following Melton’s arrest in December 2023. A court-authorized search of his mobile device revealed encrypted communications tied to a separate narcotics distribution network. Investigators identified a user operating under the name “James Jackson,” alleged to be co-defendant Theodore Richards, who is currently awaiting trial.

The communications outlined a large-scale supply arrangement originating from California and extending into Massachusetts. Within these exchanges, coded language was used to reference narcotics, with fentanyl referred to as “boy” and cocaine as “girl.” The scope of the planned shipment included four kilograms of fentanyl, 32 kilograms of cocaine, and approximately 300 pounds of marijuana.

Evidence presented in court indicates that Richards coordinated the transport of these substances through an intermediary courier, who delivered the narcotics to Massachusetts on or about October 29, 2023. Following receipt, Melton communicated confirmation and described ongoing efforts to distribute the substances within the region.

The volume and structure of the transactions reflect a distribution network operating at a high trafficking tier, with quantities consistent with wholesale-level narcotics movement rather than street-level distribution. The use of encrypted applications further indicates operational measures designed to limit law enforcement visibility and preserve communication security between participants.

The investigation was conducted by the Federal Bureau of Investigation and the Drug Enforcement Administration, with support from the Massachusetts State Police and Rhode Island State Police. The case forms part of a broader federal enforcement framework targeting large-scale narcotics distribution networks and supply chain operations.

Federal statutes governing the offenses carry severe penalties. The charges to which Melton pleaded guilty include mandatory minimum sentencing provisions of at least 10 years, with potential maximum penalties extending to life imprisonment, substantial financial penalties, and long-term supervised release.

The prosecution is being led by Assistant U.S. Attorneys Michael Crowley and Samuel R. Feldman. Co-defendant Theodore Richards has pleaded not guilty and remains pending trial.
