ATTEMPTED CHILD ENTICEMENT CASE — BUTTE COUNTY MAN SENTENCED AFTER UNDERCOVER OPERATION INTERCEPTS PLANNED MEETING WITH MINOR

A Butte County man has been sentenced in federal court following an attempted child exploitation case involving online communication, coordinated planning, and movement toward a physical meeting with a minor.

Kevin Leslie Gipson, 60, of Oroville, California, was sentenced to 20 years and 10 months in federal prison for attempted coercion and enticement of a minor. He pleaded guilty on April 24, 2025. The sentence reflects both the attempted offense and his prior convictions involving sexual abuse of young children.

According to court records, the investigation began in July 2024 when Gipson communicated with an individual he believed to be the father of a 10-year-old girl. The individual was an undercover law enforcement officer. During these communications, Gipson expressed his intent to engage in sexual acts with the child and arranged to meet at a hotel to carry out the encounter.

In preparation for the meeting, Gipson purchased sex-related items and obtained a stuffed animal intended to be given to the child. These actions established a clear progression from communication to preparation and execution. When Gipson arrived at the agreed location and approached the undercover officer while carrying the items, he was arrested by law enforcement.

No child was present at any point during the operation, and no direct victimization occurred due to the intervention prior to contact.

The investigation was conducted by the Federal Bureau of Investigation, the Sacramento County Sheriff’s Office, and the Sacramento Valley Hi-Tech Crimes Task Force/Internet Crimes Against Children Task Force. Assistant U.S. Attorney Jessica Delaney prosecuted the case under federal statutes addressing attempted child enticement.

This case was brought as part of Project Safe Childhood, a federal initiative focused on identifying and prosecuting individuals engaged in the sexual exploitation of minors.
