Wiretap surveillance and coordinated enforcement expose supervisory role in narcotics operation.
An Elk Grove man has been sentenced in federal court following his role in a multi-state drug trafficking network involving heroin, fentanyl, and cocaine. The case reflects a coordinated law enforcement effort targeting distribution channels tied to high-risk narcotics moving across regional and interstate pathways.
Delanious Ward, 57, was sentenced to nine years in federal prison for conspiracy to distribute and possess with intent to distribute heroin and fentanyl. He pleaded guilty on December 19, 2024. The sentence reflects his role as a manager or supervisor within a drug trafficking network that extended beyond California into New Orleans, Louisiana.
According to court records, Ward was one of seven individuals charged as part of a 2024 multi-agency operation focused on disrupting narcotics distribution networks involving cocaine, heroin, and fentanyl. Investigators utilized approximately 60 days of wiretap surveillance, during which Ward was intercepted coordinating and conducting trafficking activities involving multiple controlled substances.
Law enforcement also recovered cocaine and fentanyl from Ward at the time of his arrest, reinforcing the scope of his involvement within the operation. The structure of the network and the duration of intercepted communications indicate sustained distribution activity rather than isolated transactions.
The investigation involved a wide range of federal, state, and local agencies, including the Drug Enforcement Administration, the Federal Bureau of Investigation, Homeland Security Investigations, the U.S. Marshals Service, the Bureau of Alcohol, Tobacco, Firearms and Explosives, the U.S. Forest Service, the U.S. Postal Inspection Service, the Bureau of Land Management, the California Department of Corrections and Rehabilitation, the California Department of Justice, the California Highway Patrol, the Sacramento County Sheriff’s Office, and the Sacramento Police Department. Assistant U.S. Attorney Cameron L. Desmond prosecuted the case.
Several co-defendants have already been sentenced or are awaiting sentencing. Albert Gurley, 51, of Sacramento, received seven years in prison for possession with intent to distribute heroin. Manuel Greenhalgh, 33, of Sacramento, was sentenced to three years and 10 months for possession with intent to distribute heroin. Kevin Yancy, 57, of New Orleans, Louisiana, was sentenced to two years and 11 months for conspiracy to distribute and possess with intent to distribute heroin.
Additional co-defendants, including Agustin Gonzalez, Craig Hunter, and David Byrd, have entered guilty pleas and are awaiting sentencing in 2026 on charges related to heroin, fentanyl, and cocaine distribution.
The case forms part of a broader Homeland Security Task Force initiative focused on identifying and dismantling organized criminal networks involved in narcotics trafficking and related offenses. The operational model emphasizes coordinated enforcement across jurisdictions to disrupt supply chains, identify leadership roles within networks, and pursue prosecution at multiple levels of involvement.
TRJ Verdict
This case reflects structured distribution, not isolated activity.
The network extended across state lines, operated over time, and involved coordinated roles. The presence of wiretap evidence establishes continuity, not coincidence.
Fentanyl remains a central factor. Its inclusion in the distribution chain increases lethality and expands the impact beyond the point of sale.
The supervisory role matters. It places responsibility not only on direct possession but on the movement and coordination of narcotics across the network.
The system disrupted the operation through coordinated enforcement. The underlying distribution pathways remain active.
The structure was identified. The flow continues elsewhere.
