CHILDCARE RELIEF FRAUD RING CHARGED — FEDERAL FUNDS DIVERTED THROUGH FALSE APPLICATIONS, KICKBACKS, AND FABRICATED DOCUMENTATION

A federal indictment in Missouri has established a coordinated fraud operation targeting pandemic-era childcare expansion funding, where multiple individuals are accused of extracting over half a million dollars through falsified applications, manipulated documentation, and structured kickback payments. The case centers on the diversion of federally backed relief funds intended to expand childcare capacity during a national recovery period.

Five defendants—LaDonna P. Smith, 43; Dennis L. Douglas, 40; Deaun A. Flowers, 61; Princess T. Jones, 47; and Toi P. Jones, 65—have been charged in connection with a $511,692 fraud scheme involving Child-Care Relief Funds (CCRF) administered through the Missouri Department of Elementary and Secondary Education. The funding originated under the Coronavirus Response and Relief Supplemental Appropriations Act, a federal allocation designed to stabilize and expand childcare infrastructure.

Smith and Douglas have entered not guilty pleas to multiple counts of wire fraud and identity-related charges. Flowers, Princess Jones, and Toi Jones have each been charged with wire fraud and theft of government property following their court appearances.

The indictment outlines a multi-entity fraud structure operating between August 2021 and February 2023. Fraudulent applications were submitted for multiple childcare entities, including “Little Precious Angels Childcare 2,” “Little Precious Angels Childcare 3,” “Above and Beyond Playmate Center,” “Totta Tots Daycare,” and “Childhood Memories Daycare and Learning Center.” These applications resulted in disbursements totaling hundreds of thousands of dollars, each supported by documentation that investigators allege was either fabricated, altered, or materially misleading.

Smith is accused of securing over $227,000 through applications tied to two entities, while Douglas allegedly obtained nearly $80,000 through a separate submission. A joint application involving Smith, Flowers, and Toi Jones yielded $129,699, with a portion of those funds—approximately $30,000—allegedly redirected as a kickback payment to Smith. In another instance, Douglas and Princess Jones secured approximately $75,000, including a $20,000 kickback directed to Douglas.

Financial activity following disbursement further supports the fraud pattern. After program administrators demanded repayment of funds that were not used within required timelines, additional transactions were executed, including checks written for personal distribution rather than program compliance. These transactions indicate post-disbursement fund manipulation rather than corrective repayment.

The scheme relied heavily on falsified verification materials. Submitted receipts, invoices, lease agreements, and expense records were used to demonstrate compliance with CCRF spending requirements. Investigators allege that many of these documents were either entirely fabricated or altered to retroactively align with program eligibility windows. This created the appearance of legitimate childcare facility expansion activity where none existed or where expenditures did not meet program criteria.

An additional attempted fraud involving approximately $125,000 tied to “Bright Star Academy” was also identified, indicating expansion of the scheme beyond completed disbursements.

The structure of the operation reflects coordinated application submission, layered documentation falsification, and redistribution of funds through internal kickback arrangements. The use of multiple entities and participants suggests an organized approach designed to maximize access to federal relief funds while minimizing immediate detection.

The investigation was conducted by the U.S. Department of Health and Human Services Office of Inspector General and the Federal Bureau of Investigation. The case is being prosecuted by Assistant U.S. Attorney Jonathan Clow.

Wire fraud and theft of government property carry significant federal penalties, including substantial prison sentences, supervised release, and financial restitution. Identity theft charges introduce additional mandatory penalties if proven in court.

The charges outlined in the indictment are formal allegations. Each defendant is presumed innocent unless and until proven guilty through the judicial process.

The case establishes a broader pattern observed in pandemic-era relief programs, where rapid funding deployment combined with limited upfront verification created exploitable conditions. Fraud schemes of this type rely on administrative gaps, document-based validation systems, and delayed auditing cycles, allowing funds to be diverted before irregularities are detected.
