A federal prosecution in Massachusetts has established a sustained fraud operation centered on a single small retail location that processed millions of dollars in Supplemental Nutrition Assistance Program (SNAP) benefits through unlawful exchanges, falsified transaction patterns, and financial concealment mechanisms. The case reflects both direct benefit trafficking and the exploitation of humanitarian aid channels for profit.
Antonio Bonheur, 74, of Mattapan, has pleaded guilty to one count of food stamp fraud and one count of wire fraud following a federal investigation into operations conducted through Jesula Variety Store, a 150-square-foot retail space in Boston. Sentencing is scheduled for July 8, 2026 before U.S. District Court Judge Indira Talwani. As part of the plea agreement, Bonheur agreed to forfeit approximately $400,000 in proceeds seized during the investigation.
Transaction analysis identified extreme anomalies in SNAP redemption activity associated with the store. Monthly redemption volumes consistently ranged from $100,000 to over $500,000, levels that exceeded those of full-service supermarkets in the same area, which averaged approximately $82,000 per month. The disparity between store size, inventory capacity, and transaction volume established a clear deviation from expected retail behavior.
Detailed transaction data further reinforced the fraud pattern. Only a small fraction of transactions fell below $40, while a significant majority exceeded $95, a profile typically associated with large grocery operations rather than compact convenience stores with limited stock. These patterns are consistent with structured benefit trafficking rather than legitimate consumer purchasing behavior.
Undercover operations confirmed direct exchanges of SNAP benefits for cash on multiple occasions. In each instance, Bonheur personally conducted the transactions, converting federally issued food assistance benefits into cash payments. Additional violations included the exchange of SNAP benefits for ineligible items such as alcohol, further establishing systemic misuse of the program.
The operation extended beyond SNAP trafficking into the resale of restricted humanitarian goods. Jesula Variety Store was found to be selling MannaPack meals produced by Feed My Starving Children. These products are manufactured through charitable funding for distribution to food-insecure populations overseas and are not authorized for commercial sale. The meals were sold at approximately $8 per package, converting donated relief supplies into retail profit.
Financial tracing revealed that the store maintained minimal legitimate inventory and generated limited lawful revenue. The business model relied almost entirely on SNAP reimbursements funded by the U.S. Department of Agriculture. To obscure the origin of funds, Bonheur utilized multiple secondary bank accounts to cycle proceeds through withdrawals, transfers, and redeposits, creating the appearance of standard commercial activity while masking the underlying fraud.
The investigation also determined that Bonheur personally received SNAP benefits while operating the fraudulent enterprise. Applications submitted to the Massachusetts Department of Transitional Assistance contained false statements regarding income and assets, indicating deliberate misrepresentation to obtain additional federal assistance.
The charges carry significant federal penalties. Food stamp fraud exceeding $5,000 and wire fraud each carry maximum sentences of up to 20 years in prison, along with supervised release and financial penalties. Final sentencing will be determined in accordance with federal statutes and U.S. Sentencing Guidelines.
The case was announced by U.S. Attorney Leah B. Foley, alongside representatives from the U.S. Department of Agriculture Office of Inspector General, the Federal Bureau of Investigation Boston Division, and the Boston Police Department. Prosecution is being handled by Assistant U.S. Attorney Phillip A. Mallard of the Organized Crime & Gang Unit.
This case establishes a clear example of how benefit systems can be exploited through transaction manipulation, retail front operations, and financial layering. It also highlights the intersection of fraud and humanitarian diversion, where aid intended for vulnerable populations is redirected into illicit profit channels.
