A coordinated federal indictment has exposed a large-scale criminal enterprise operating across San Juan, Morovis, and Cataño, where a 52-member organization identified as “La Familia Nunca Muere” (The Family Never Dies) is accused of sustaining a long-running narcotics distribution and violence-driven enforcement network embedded within public housing zones.
The indictment, returned by a federal grand jury in Puerto Rico on March 17, 2026, charges the defendants with conspiracy to possess with intent to distribute controlled substances, possession and distribution of narcotics, and multiple firearms violations tied to organized criminal activity. The operation was executed under the Homeland Security Task Force framework, integrating federal, territorial, and local law enforcement resources into a unified enforcement action.
Investigators allege that from 2018 through the present, the organization maintained control over multiple drug distribution corridors concentrated within and around public housing projects, including Los Lirios, Jardines de Cataño, Juana Matos, El Coquí, and Nemesio Rosario Canales. These locations served as fixed distribution points for cocaine, heroin, marijuana, and fentanyl, with both wholesale and street-level trafficking conducted simultaneously.
The structure of the organization reflects a layered operational model. Members operated in defined roles including leadership, supply coordination, drug point ownership, armed enforcement, distribution, lookout functions, and logistical facilitation. Resource pooling between territories, including connections to Luis Lloréns Torres and Vista Hermosa housing areas, indicates a coordinated network rather than isolated street-level operations.
Communication across the network relied on a hybrid system combining two-way radios, cellular devices, encrypted messaging platforms, and social media channels. The organization also used digital platforms to project presence, promote narcotics activity, and display firearms and proceeds, reinforcing territorial control and recruitment signaling.
The indictment outlines repeated acts of violence associated with the organization’s enforcement strategy. Members are accused of conducting shootings and homicides in response to perceived threats, often without verification, and carrying out attacks in public environments including residential zones, commercial establishments, and nightlife venues. These acts frequently occurred in daylight and in proximity to civilians, including minors.
Operational methods during violent acts included the use of stolen or carjacked vehicles, ballistic protection equipment such as vests, and face coverings to reduce identification risk. These tactics reflect a structured approach to both execution and evasion, indicating a level of planning beyond spontaneous criminal activity.
Investigators further allege that incarcerated leadership figures maintained influence over active operations through contraband cellular devices, participating in coordination meetings via video communication. This continuity of command demonstrates the organization’s ability to sustain operational control despite incarceration of key members.
Firearms charges represent a significant component of the case. Forty defendants are charged with possession of firearms in furtherance of drug trafficking, with twenty-one of those individuals specifically charged with possession of machineguns tied to narcotics activity. These charges introduce enhanced federal penalties and reflect the level of armament integrated into the organization’s operations.
The investigation was led by the Drug Enforcement Administration and the Puerto Rico Police Bureau San Juan Strike Force, with extensive support from the Federal Bureau of Investigation, Homeland Security Investigations, Customs and Border Protection, the U.S. Marshals Service, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and multiple additional federal and territorial agencies. Arrest operations were supported by municipal police departments and the Puerto Rico National Guard.
Prosecution is being handled by Assistant U.S. Attorneys Alberto López-Rocafort, Teresa Zapata-Valladares, Joseph Russell, and María López-Aponte.
If convicted, defendants face substantial federal penalties. Drug trafficking charges carry a mandatory minimum sentence of 10 years and up to life imprisonment. Firearms charges increase mandatory minimum exposure to 15 years, while machinegun-related offenses carry a mandatory consecutive sentence of 30 years. The indictment also includes a forfeiture allegation totaling $12,796,800, reflecting proceeds tied to the organization’s activities.
The case forms part of the Homeland Security Task Force initiative, a multi-agency enforcement model designed to dismantle high-impact criminal organizations operating across U.S. jurisdictions and territories. The scope of the indictment reflects a long-term investigative effort targeting both operational activity and organizational structure.
The charges are allegations, and all defendants are presumed innocent unless and until proven guilty through the judicial process.
