FBI DALLAS WARNS OF TRANSNATIONAL REPRESSION OPERATIONS TARGETING COMMUNITIES IN NORTH TEXAS

Federal authorities are raising awareness of transnational repression, a form of cross-border coercion in which foreign governments or their proxies extend operations into the United States to intimidate, silence, or control individuals living outside their country of origin.

FBI Dallas has identified this activity as an active and underreported threat impacting diaspora and exile communities across North Texas. The conduct involves coordinated efforts that bypass geographic boundaries, using both physical and digital methods to exert pressure on individuals residing within the United States.

Transnational repression is defined by the use of intimidation, coercion, or retaliation carried out by or on behalf of a foreign nation. The objective is to suppress dissent, restrict speech, and maintain influence over individuals who are no longer within the direct jurisdiction of that government. Targets often include exiles, dissidents, journalists, political opponents, human rights advocates, and members of religious or ethnic minority groups.

The methods associated with these operations vary in scale and intensity. Documented tactics include stalking, intimidation, and direct threats of violence, as well as cyber-based actions such as hacking and digital surveillance. In more escalated cases, individuals may be pressured or forced to return to their home country, while family members remaining abroad may be threatened, detained, or used as leverage.

Financial and legal pressure is also a component. This can include the freezing of assets, the withholding of official documents, and the use of legal systems to initiate retaliatory lawsuits or administrative restrictions. In parallel, disinformation campaigns may be deployed to discredit targets, isolate them socially, or weaken their credibility within their communities.

More severe cases have involved attempted kidnappings and targeted violence, reflecting a progression from influence operations to direct physical risk. The cumulative effect extends beyond immediate victims. Even when individuals are not directly targeted, the presence of these operations creates an environment of uncertainty, discouraging open expression and limiting participation in public discourse.

FBI Dallas Special Agent in Charge R. Joseph Rothrock stated that incidents of transnational repression are frequently not reported, which limits the ability of law enforcement to fully assess and disrupt these activities. The current awareness effort is intended to inform affected communities of the threat and encourage individuals to come forward with information.

Authorities are requesting that anyone who believes they are being targeted, or who has knowledge of such activity, report it through official federal channels. Intelligence gathered from public reporting plays a critical role in identifying patterns, attributing activity, and initiating enforcement actions where applicable.

The issue reflects a broader shift in how state-level influence is projected beyond national borders, combining traditional intimidation tactics with modern digital capabilities to maintain control over individuals regardless of location. Federal agencies continue to monitor and investigate these activities as part of ongoing efforts to protect civil liberties and national security within the United States.
