Maine Temporarily Shuts Down Public Data Breach Portal After Fraudulent Reports Surface

AUGUSTA, Maine — Maine officials have temporarily removed public access to the state’s data breach reporting portal after fraudulent breach notifications were submitted and published under the names of two well-known technology platforms.

According to the Maine Attorney General’s Office, the public-facing database was taken offline after false breach reports were posted claiming security incidents involving VRChat and Discord. State officials described the submissions as hoaxes and confirmed that the reports have since been removed.

The incident has raised concerns about the integrity of public breach reporting systems and highlights the challenges governments face in balancing transparency with verification and security.

One of the fraudulent reports reportedly claimed that approximately 2.4 million customers of VRChat, a virtual reality social platform, had been affected by a data breach. The company later stated that the submission was fraudulent and had been filed using fake company letterhead.

A separate false notification was also submitted under the name of Discord, one of the world’s largest online communication platforms.

The Maine Attorney General’s Office stated that it has no knowledge of any legitimate recent breach reports from either company and emphasized that both notices were fabricated.

Although public access to the database has been suspended, organizations are still able to submit breach notifications to the state. Officials said the database will remain offline while an internal review is conducted to examine existing procedures and implement safeguards designed to prevent similar incidents in the future.

“We are reviewing our procedures to make this abuse less likely in the future while preserving the public availability of such information,” the Attorney General’s Office said in a public statement.

State officials indicated that members of the public can still contact the Attorney General’s Office directly to inquire about previously filed breach reports while the online database remains unavailable.

The incident has attracted significant attention within the cybersecurity community because Maine’s breach notification database has long been considered one of the most accessible public resources for tracking reported data breaches. Security researchers, journalists, privacy advocates, and threat intelligence analysts frequently use the portal to monitor emerging incidents and identify trends affecting consumers and organizations.

Historically, the reporting system allowed organizations to submit notices that were later published with limited verification, making the portal vulnerable to misuse by individuals seeking to publish false information.

Officials have not disclosed whether additional fraudulent submissions were identified beyond those involving VRChat and Discord.

VRChat publicly criticized the response time following its request to remove the false notification.

In a statement, the company said the fraudulent report remained publicly visible for several hours despite efforts to have it removed.

“We want to make it perfectly clear that we have no reason to believe that our data and systems were compromised, and we did not submit any official notice about a data breach,” the company stated.

The incident serves as a reminder that public breach reporting systems, while valuable for transparency and consumer awareness, can themselves become targets for abuse if adequate validation procedures are not in place.

State officials have not announced when public access to the database will be restored but indicated the portal will remain offline until the review process is completed and additional safeguards are implemented.
