WASHINGTON, D.C. — Federal authorities have unsealed a 21-count indictment charging 14 individuals in connection with an alleged crack cocaine and powder cocaine trafficking conspiracy that prosecutors say operated within approximately 300 feet of an elementary school in Southeast Washington, D.C.
The indictment, announced by U.S. Attorney Jeanine Ferris Pirro, alleges that members of the organization distributed significant quantities of cocaine base and powder cocaine in and around the 4th Street SE and Chesapeake Street SE corridor near Hendley Elementary School. Authorities allege the operation exposed children and residents to persistent drug trafficking activity in a residential neighborhood.
Federal, state, and local law enforcement agencies executed search warrants at 15 locations across Washington, D.C., and Maryland during coordinated enforcement actions. According to authorities, all 14 defendants named in the indictment were arrested.
Prosecutors allege the defendants participated in a conspiracy to distribute 280 grams or more of cocaine base and 500 grams or more of cocaine within 1,000 feet of a school, a federal offense that carries significant penalties due to the proximity of the alleged activity to children and educational facilities.
Those charged in the indictment include:
- Tevin Moody, 32, of Suitland, Maryland
- Geraldo Landy, 38, of Washington, D.C.
- Norman Moore, 36, of Washington, D.C.
- Lenon Wright, 34, of Washington, D.C.
- Ali McShay, 31, of Suitland, Maryland
- Lonnell Thomas, 27, of Washington, D.C.
- Marquette Paris, 34, of Temple Hills, Maryland
- Jeremiah Prince, 21, of Washington, D.C.
- Joseph Moore, 43, of Annapolis, Maryland
- Raeqwon Womack, 21, of Washington, D.C.
- Kivarrie Greene, 22, of Washington, D.C.
- De’Lonte Jackson, 32, of Washington, D.C.
- Derrick Manuel, 34, of District Heights, Maryland
- Malik Heard, 25, of Washington, D.C.
In addition to the drug trafficking conspiracy charge, defendant Kivarrie Greene is separately charged with unlawful possession of firearms.
According to court documents, investigators conducted a lengthy investigation that included surveillance operations, search warrants, and evidence collection across multiple locations connected to the alleged conspiracy. Federal prosecutors allege members of the organization openly sold crack cocaine in areas frequented by children traveling to and from Hendley Elementary School.
The government further alleges that the operation functioned as an open-air drug market, with narcotics transactions occurring in broad daylight in residential areas. Investigators claim the activity contributed to public safety concerns and exposed neighborhood residents, including school-aged children, to ongoing criminal activity.
During the course of the investigation, law enforcement agencies recovered a substantial quantity of narcotics, firearms, and other evidence allegedly linked to the conspiracy.
According to authorities, investigators seized:
- 28 firearms
- Approximately 2.4 kilograms of crack cocaine
- Approximately 1 kilogram of powder cocaine
- 29 grams of fentanyl
- Approximately 12 pounds of marijuana
The seizure of fentanyl is particularly notable given the drug’s role in the ongoing overdose crisis across the United States. Even small quantities of fentanyl can be highly lethal, and federal authorities have increasingly prioritized investigations involving the trafficking of synthetic opioids alongside traditional narcotics offenses.
Officials described the operation as part of broader efforts to combat violent crime, drug trafficking, and gang-related activity throughout the Washington metropolitan area.
FBI Assistant Director in Charge Darren B. Cox stated that the investigation targeted individuals allegedly connected to firearms, narcotics trafficking, and violence affecting neighborhoods in Southeast Washington and neighboring communities. Metropolitan Police Department Interim Chief Jeffery W. Carroll emphasized the importance of cooperation between federal and local agencies in dismantling criminal organizations operating within residential areas.
DEA Washington Division Special Agent in Charge Christopher Goumenis described the arrests as a significant law enforcement operation and noted that many of those arrested were known to investigators through prior investigations involving narcotics, firearms, and violence.
The case was investigated by the FBI Washington Field Office, the Drug Enforcement Administration, the Metropolitan Police Department, and multiple regional law enforcement partners. Additional support was provided by the U.S. Marshals Service and the U.S. Department of Health and Human Services.
Federal prosecutors said the case is being handled by the U.S. Attorney’s Office for the District of Columbia’s Violent Crime and Narcotics Trafficking Section.
Authorities also indicated the investigation was conducted as part of the Homeland Security Task Force initiative, a multi-agency effort focused on disrupting criminal organizations, violent offenders, gangs, and transnational criminal networks operating within communities throughout the region.
If convicted, several of the defendants could face lengthy federal prison sentences based on the quantities of narcotics alleged in the indictment, the proximity of the alleged activity to a school, and any applicable firearms-related enhancements.
The charges contained in the indictment are allegations. All defendants are presumed innocent unless and until proven guilty in a court of law.
