IOWA MAN CHARGED IN FEDERAL CASE INVOLVING ALLEGED TRAVEL TO ENGAGE IN ILLICIT SEXUAL CONDUCT WITH A MINOR AND RECEIPT OF CHILD SEXUAL ABUSE MATERIAL

An Iowa man has been charged in federal court after investigators alleged he traveled across state lines with the intent to engage in illicit sexual conduct with a minor and was later found to possess Child Sexual Abuse Material (CSAM) on electronic devices seized during the investigation.

According to the U.S. Attorney’s Office for the Western District of Missouri, Lyle M. Moser, 51, appeared in federal court this week on a two-count criminal complaint charging him with travel with intent to engage in illicit sexual conduct and receipt of Child Sexual Abuse Material (CSAM) over the internet.

According to court documents, Moser allegedly drove from Iowa to Kansas City, Missouri, intending to engage in sexual conduct with a minor child. Federal authorities state that law enforcement officers intercepted Moser before the alleged conduct could occur.

Investigators subsequently conducted a forensic examination of Moser’s electronic devices. According to the criminal complaint, the examination allegedly uncovered images depicting Child Sexual Abuse Material (CSAM) stored on one of the devices.

Federal prosecutors allege the charges involve both interstate travel for the purpose of committing a child exploitation offense and the receipt of illegal exploitative material through the internet. Crimes involving the online exploitation of children frequently require extensive digital forensic examinations to identify evidence, determine the scope of the alleged activity, and identify any additional victims who may require protection.

The investigation highlights the continued use of proactive law enforcement operations targeting individuals suspected of attempting to exploit children through online communications and interstate travel. Federal agencies continue to prioritize these investigations due to the significant harm caused by child exploitation offenses and the growing role digital platforms play in facilitating these crimes.

The case is being investigated by the Federal Bureau of Investigation (FBI).

The prosecution is being handled by Assistant U.S. Attorneys Maureen A. Brackett and Kelly Collins.

The case is also part of Project Safe Childhood, a nationwide initiative established by the U.S. Department of Justice to combat child sexual exploitation and abuse through coordinated federal, state, and local law enforcement efforts. The initiative focuses on identifying offenders, protecting children, rescuing victims, and prosecuting individuals accused of exploiting minors through online and offline criminal activity.

The charges contained in the criminal complaint are allegations only. Lyle M. Moser is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
