TAIPEI — Taiwan will intentionally reduce mobile internet speeds across large sections of the island during nationwide civil-defense exercises in August, testing how residents and public institutions would communicate if wireless data services became severely degraded during a military conflict or major natural disaster.
The National Communications Commission said the controlled disruption will affect 14 cities and counties across northern and central Taiwan during the Urban Resilience Exercises, which will be conducted alongside the annual Han Kuang military drills in mid-August.
Mobile data will be restricted for approximately 30 minutes. Planning documents indicate that 4G and 5G speeds will be reduced to about 1 percent of their normal capacity, creating conditions comparable to a heavily damaged, overloaded or partially unavailable cellular network.
The reduction is expected to make video streaming, video calls, social media platforms and large file transfers difficult or effectively unusable during the test. Services requiring continuous high-speed connections may fail to load, experience severe delays or disconnect entirely.
Basic cellular communications will remain available. Voice calls, text messages, emergency alerts and calls to emergency services are expected to continue functioning throughout the exercise.
Authorities emphasized that the test will not constitute an internet shutdown. Mobile data capacity will be deliberately constrained, but the broader communications system will remain operational.
Fixed broadband connections, WiFi networks, landline telephone services, military communications and other dedicated networks will not be included in the slowdown. Residents connected to functioning fixed internet services should retain normal access through WiFi, subject to local network capacity.
The distinction is central to the exercise. A complete shutdown would remove access to nearly every communications channel, while throttling tests whether people can recognize that mobile data has become unreliable and move to an available alternative.
The exercise is designed to expose the practical effects of a communications emergency before Taiwan faces one. Mobile networks can become congested or damaged when large numbers of people simultaneously attempt to stream video, contact relatives, access maps, follow emergency information or upload material from affected areas.
Reducing speeds to a small fraction of normal capacity will allow authorities to observe how residents, government agencies, emergency personnel and businesses respond when familiar internet services remain technically connected but cannot support normal levels of activity.
A mobile device may still display a 4G or 5G connection during the exercise, yet applications dependent on substantial bandwidth may become unusable. That condition can create confusion because the device appears connected even though its practical data capacity has been sharply reduced.
Voice calls and text messages generally require less network capacity than video services and large data transfers. Preserving those functions allows the exercise to test degraded communications without unnecessarily preventing access to essential telephone services.
Emergency alerts will also remain active so authorities can continue distributing official instructions. Maintaining emergency notifications is especially important during a planned exercise because residents must be able to distinguish the controlled test from an actual security or public-safety emergency.
Taiwanese authorities are encouraging residents to download offline maps before the drill, use WiFi for scheduled online meetings and establish backup methods for contacting family members.
Offline maps can preserve access to navigation information when mobile-data applications cannot retrieve new information from the internet. Family communications plans can also reduce repeated calls and messages by establishing designated contacts, meeting locations and check-in procedures before a disruption occurs.
Businesses and organizations operating within the affected areas may need to account for payment systems, delivery applications, authentication services and remote-work tools that depend on mobile connectivity. Fixed broadband will remain available, but workers who rely solely on cellular hotspots could experience substantial interruptions.
The test may also reveal which services claim to support degraded or offline operation but still require a functioning mobile-data connection for authentication, synchronization or location information.
The communications exercise forms one part of Taiwan’s broader Urban Resilience Exercises. Civilian evacuations, expanded emergency medical capacity and the use of drones to deliver supplies and medical equipment will also be tested.
Combining communications restrictions with other emergency procedures allows officials to evaluate how separate systems interact under pressure. Evacuations require public instructions and traffic coordination. Medical expansion requires reliable contact among hospitals, emergency responders and supply networks. Drone deliveries depend on command, navigation and operational information that must remain available during a crisis.
The Han Kuang exercises focus on military readiness, while the Urban Resilience Exercises assess how civilian communities, public services and essential systems would function during a severe emergency. Conducting them together recognizes that a major conflict would affect transportation, healthcare, communications, logistics and civilian movement in addition to military operations.
Taiwan’s defense ministry said the results will help determine whether similar mobile-data exercises should be conducted in other areas of the island. The initial test across 14 cities and counties provides authorities with an opportunity to measure disruption before considering a broader or longer exercise.
Officials will be able to assess whether residents received adequate notice, which services failed first, whether backup communications worked and whether the slowdown created unforeseen consequences for emergency access or essential operations.
The exercise is also relevant to Taiwan’s exposure to typhoons and earthquakes. A powerful natural disaster can damage cellular towers, electrical systems, fiber connections and supporting infrastructure while producing a sudden rise in public demand for information.
Communications resilience does not depend solely on keeping every network fully operational. It also requires people and institutions to understand which services remain available, conserve limited capacity and transition to other systems when the primary option begins to fail.
Taiwan has experienced several disruptions involving undersea communications cables in recent years. Undersea cables carry substantial amounts of data between the island and external networks, making redundancy across satellite, terrestrial, fixed and mobile systems an important part of national communications planning.
The August drill will not recreate every condition associated with damaged infrastructure. The network restriction will be planned, geographically defined and temporary. A real emergency could produce uneven outages, damaged equipment, prolonged electricity loss and uncertainty over when service will return.
The controlled slowdown still provides a practical test of public behavior under degraded conditions. It will show whether residents can adapt when mobile internet remains visible but no longer supports the applications they use for work, navigation, news, financial transactions and personal communication.
Taiwan’s approach places the public inside the resilience exercise rather than limiting the test to government agencies and telecommunications companies. For 30 minutes, residents in the affected areas will experience the operational difference between normal mobile access and a network functioning at only a fraction of its usual capacity.
The outcome will help determine whether Taiwan’s existing backup plans are sufficient and whether future exercises should cover additional regions. The central lesson is direct: a working signal indicator does not guarantee usable communications, and preparation must begin before normal service is lost.
