FORMER CONSTRUCTION COMPANY BUSINESS MANAGER SENTENCED TO FEDERAL PRISON FOR EMBEZZLING MORE THAN $500,000

SAN FRANCISCO — A Humboldt County woman has been sentenced to 20 months in federal prison after admitting that she used her control over a construction company’s financial systems to embezzle more than $500,000.

Christina Ann Mobley, 59, received the sentence from U.S. District Judge Charles R. Breyer after pleading guilty to two counts of mail fraud and two counts of wire fraud.

Judge Breyer also ordered Mobley to serve three years of supervised release and pay $586,000 in restitution. She must surrender to the Federal Bureau of Prisons within 90 days to begin serving her sentence.

Mobley worked as the business manager for an unnamed construction company located in Fortuna, California. When the company’s bookkeeper retired, Mobley assumed responsibility for its accounting and bookkeeping operations.

Her position gave her access to the company’s bank accounts, checks, payroll systems and internal financial records. As her responsibilities expanded, she became a trusted part of the company’s business operations.

Mobley admitted that she exploited that access through several methods between January 2022 and November 2024.

She directed checks mailed from the company’s bank account to be credited toward her personal credit-card accounts. Those company funds were used to cover personal expenses, including cash advances obtained at casinos and personal travel.

Mobley also initiated electronic payments from the company’s funds to her personal credit cards. Those electronic transfers formed part of the conduct underlying the wire-fraud charges.

The scheme extended into the company’s payroll system. Mobley inflated her recorded work hours, vacation time and bonuses, causing the company to issue payments to her that she had not earned.

She also wrote company checks directly to herself and used company money to repay her personal automobile loan.

Federal prosecutors charged Mobley in an indictment filed on February 5, 2025, with multiple counts of mail fraud and wire fraud. The indictment alleged that she had abused her position and access to steal more than $500,000 from her employer.

Those allegations were followed by Mobley’s guilty plea on December 10, 2025. She pleaded guilty to two counts of mail fraud under 18 U.S.C. § 1341 and two counts of wire fraud under 18 U.S.C. § 1343.

As part of her plea, Mobley admitted using the company’s financial and payroll systems to embezzle more than $500,000 over a period lasting nearly three years.

U.S. Attorney Craig H. Missakian and FBI Special Agent in Charge Scott Schelble announced the sentence.

The FBI investigated the case.

Assistant U.S. Attorney Kevin Barry prosecuted the case for the Northern District of California.
